He has been Secretary of the CPC Nanjing Municipal Committee and member of the Standing Committee of the CPC Jiangsu Provincial Committee since 1988, deputy secretary of the CPC Jiangsu Provincial Committee in 1993, and deputy director of the Standing Committee of the Jiangsu Provincial People's Congress since 1997.
