He joined the Jiusan Society in January 1985. He graduated from Zhuzhou Technical College in 196. He worked in Changsha chuhua machinery factory from 1961 to 1967.

He worked in Zhuzhou instrument factory from 1967 to 1987. He was promoted to engineer in 1982. In 1987, he was transferred to Changsha forging machine tool factory as deputy director and chief engineer. He was promoted to senior engineer in 1989. In 1990, Changsha appointed a full-time secretary-general of Jiusan Society. He served successively as member of the sixth and seventh Standing Committee of Changsha Municipal Committee of the Chinese people's Political Consultative Conference and special auditor of Changsha Municipal Audit Bureau.
