Yang Wenhua, former Secretary of Xianghe County Party committee in Hebei Province, was asked to conduct in-depth inspection for land violations. In the morning of May 27, 2011, Hebei provincial government held a teleconference on standardizing land management. The conference informed Xianghe County of land violations and their handling. In addition to dismissing Xianghe County Magistrate Zhang Guijin and other 9 responsible persons, it also instructed county Party Secretary Yang Wenhua and other 10 comrades to conduct in-depth inspection. At present, the investigation and handling work is still going on. Yang Wenhua, male, Han nationality, was born in February 1958 in Wen'an County. He joined the party in July 1985 and began to work in January 1976. He graduated from the provincial Party school.

Illegal enclosure

In May 2011, the case of land violation in Xianghe was reported, and the State Council corrected the unhealthy trend of the industry. Among the accumulated materials weighing dozens of Jin, the three strong groups emerged. Wang Shangxin, the group's chief executive, hoarded the villagers' cultivated land at ultra-low price and rented it, and then transferred it to the developers at high price. Sanqiang group is a private enterprise which integrates real estate development, land demolition and consolidation, credit guarantee and other businesses, and monopolizes the water supply and heat supply of Xianghe County. Its assets have also expanded rapidly from only a few hundred thousand yuan many years ago to more than 8 billion yuan in total assets and 6.7 billion yuan in net assets, an increase of 100000 times in ten years.

Causes

Because of its proximity to Beijing and Tianjin, Xianghe is regarded by Hebei Province as a Pearl City around the capital economic circle. In the late 1990s, Xianghe listed furniture production and marketing as a pillar industry, introduced Guangdong furniture king, built a northern furniture distribution center, and won the support of Hebei Province. After 2004, Hebei Province made its position in the Beijing Tianjin Hebei metropolitan area clearer. However, all previous officials in Xianghe are worried about the shortage of land construction indicators. the "three strong mode" of government enterprise cooperation has been established: the three strong companies rent rural cultivated land at a low price, build factories, and then sublet it to enterprises at a high price, and then the government departments apply for the farmland conversion index year by year, change the flow into requisition, and change the farmland into state-owned construction land. This mode of quick settlement of investment promotion land by rent instead of levy is referred to as the first one of the three strong groups in 2000.

Large area of land

over the past year, the three strong companies have controlled more than ten thousand mu of land in many towns of Xianghe County in the name of land circulation and new rural construction, most of which are cultivated land. An official of Anping town government in Xianghe County disclosed that the three powers have expropriated more than 2500 mu of cultivated land in the triangle area of Xianghe, Beijing and Tianjin, and have invested in the development of agricultural products trading logistics center. It also occupies a large area of farmland opposite the "Beijing Golden Triangle" to develop real estate projects.

Official exit

Wei Ziyuan, the legal representative of Zichen group, a private enterprise, served successively as the head of Shuyang Town, Secretary of the town Party committee, deputy head of Xianghe County, member of the Standing Committee of the county Party committee, and executive deputy head of Xianghe County during the ten-year enclosure campaign. He was elected director of the Standing Committee of Xianghe County People's Congress in 2006, and has been an official businessman until the land case happened in May 2011
