He was born in December 1947 in Xinyang, Henan Province and Yiyuan, Shandong Province. He started work in February 1968. College degree, deputy director of Personnel Department of Fujian Province. In September 1982, he served as political commissar of the Army Corps. In May 1983, he served as director of the Political Department of the division (from February 1985 to January 1987, he studied Marxism Leninism basic theory in the cultural junior college class of Nanchang Army College). In September 1990, he served as the political commissar of the division. In October 1994, he served as deputy director of the Political Department of Fujian military region. In December 1995, he served as deputy director of the personnel department of Fujian Province and member of the party leading group (during which he studied in the advanced training class for cadres of prefectural departments of the Party School of Fujian provincial Party committee from February to June 2002). In January 2004, he was appointed director of Civil Air Defense Office of Fujian provincial government
