Wang Zhengrong, male, Han nationality, was born on October 24, 1962 in Longhui County, Hunan Province. Wang Jiajun's father was replaced by Luo Caixia. In 2002, he was the mayor of Niumasi town in Shaodong county, and then the Secretary of Niumasi town. In August 2004, he was promoted from the post of Party Secretary of Niumasi town to political commissar of longhui County Public Security Bureau.

On June 5, 2006, Wang Zhengrong was detained for bribery. On February 12, 2007, he was sentenced to three years' imprisonment and suspended for five years. On February 15, 2007, he was released on bail. He was detained on May 14, 2009 and arrested on May 22, 2009 for the crime of forging state organ certificates. He was sentenced to four years' imprisonment. When Wang Jiajun falsely used Luo Caixia's information, Wang Zhengrong was the party secretary of Niumasi Town, Shaodong county.

Replay of the case

Luo Caixia and Wang Jiajun are both liberal arts graduates of class 298 of Shaodong No.1 Middle School in 2004. They took part in the college entrance examination at the same time. Luo Caixia's score in the college entrance examination is 514 points, and Wang Jiajun's score in the college entrance examination is 335 points, both of which fail to reach the undergraduate admission score line. In order to let her daughter Wang Jiajun study in an undergraduate school, Wang Zhengrong went to Shaodong No.1 Middle School in early September 2004 to find Zhang Wendi, Wang Jiajun's head teacher. She obtained Luo Caixia's college entrance examination results and other relevant information, and was reduced by 20 points by Guizhou Normal University through classmate relationship. Wang Zhengrong forged Luo Caixia's migration card by using a blank migration card he had obtained from the public security department. At the same time, Wang Zhengrong asked his wife to take the admission notice of Wang Jiajun college to the county recruitment office to get the college entrance examination files. Wang Zhengrong found a typing shop to copy Luo Caixia's college entrance examination files. And through the classmate relationship, her daughter Wang Jiajun was finally reduced by 20 points by the ideological and political education major of Guizhou Normal University. Tang kunxiong, Dean of the school of history and politics of Guizhou Normal University, received the admission notice from Luo Caixia (Wang Jiajun). Zhen Luo Caixia was not accepted by any school. Without knowing it at all, Luo Caixia was admitted to Tianjin Normal University in 2005. The defendant Wang Zhengrong paid Luo Caixia a lump sum compensation of 45000 yuan, and the plaintiff gave up other demands. During the trial, Wang Zhengrong's lawyer bowed to Luo Caixia on behalf of Wang Zhengrong.
