Article 1

Liuyan Town Economic Development Co., Ltd. of Zhuoni county (hereinafter referred to as "Liuyan company") is determined by the people's Government of Zhuoni County as the investment and financing platform for the relocation project of local poverty alleviation in our county, and Liuyan company is responsible for the use and supervision of the special fund for relocation of local poverty alleviation in the whole county according to the measures.

Article 2

Liuyan company implements separate household construction, closed operation, account management and separate accounting for the relocation funds for poverty alleviation.

Article 3

The funds for relocation are raised from the following channels: (1) subsidies within the central budget. According to the expenditure management regulations, the county finance timely allocated the capital construction funds in the central budget allocated by the provincial finance to Liuyan company. 2. Funds arranged by the general public budget of provincial and county finance. Local government bonds. Provincial government bonds issued by provincial finance. 4. Special construction fund. Special construction funds issued by the state. Local government bonds and special construction funds according to the investment plan issued by the provincial development and Reform Commission, Liuyan company applies to Gansu Provincial relocation Investment Co., Ltd. 5. Long term low interest loans. According to the relevant national and provincial standards, Liuyan company applies to Gansu Branch of China Development Bank through Gansu Provincial relocation Investment Co., Ltd. 6. The income from land transfer, such as the increase or decrease of urban and rural construction land, shall be handled according to the existing regulations. 7. Poor households raise funds by themselves. We should guide farmers to raise funds for housing construction within their ability, actively strive for assistance funds from relevant departments and enterprises, and resolutely prevent farmers from returning to poverty due to relocation. 8. Other agriculture related funds coordinated by the county government. Chapter II capital payment

Article 4

The documents and information of relocation funds for poverty alleviation in the whole county are copied and shared among the units directly under the county.

Article 5

The relocation funds for local poverty alleviation shall be used by the people's Government of the county as a whole: 1. Subsidies for housing construction of poor households with and without archives, and incentives for new construction and old demolition of poor households with archives. 2. Housing fund subsidies for scattered resettlement of filing and card holders. 3. Infrastructure construction, public service facilities construction, land consolidation and ecological restoration, etc. 4. The remaining funds can continue to be used to support the follow-up industrial development of the poor people who move, file and register.

Article 6

The reimbursement system is adopted to pay the construction project cost. The construction unit (farmers or acting villages and towns) shall apply for the use of funds according to the project contract and the project implementation progress, and attach the project invoice (or the self built certificate of farmers sealed by the village, township and development and Reform Bureau), and allocate the funds after approval according to the procedures.

Article 7

The procedures for paying the cost of self built houses by farmers are as follows: 1. The agent bank (Zhuoni County Rural Credit Cooperative Association Business Department) shall uniformly open an account for the resettlement farmers. 2. Each township, as an agency, shall fill in the approval form of fund allocation according to the progress of the project (attached with the register of farmers' signature confirmation), and submit it to the agency bank, county poverty Alleviation Office, development and Reform Bureau, audit bureau, Finance Bureau, Liuyan company and other departments for approval and confirmation after confirmation at the village level. 3. Report to the leader in charge of the county government for approval before payment.

Article 8

Procedures for payment of supporting infrastructure project cost: the construction unit shall apply for funds according to the project contract and project implementation progress, attach the project invoice, and allocate funds after approval according to the procedures.

Article 9

The procedures for payment of centralized resettlement expenses such as urbanization resettlement housing are as follows: 1. The agent bank (Zhuoni County Rural Credit Cooperative Association Business Department) shall uniformly open accounts for resettlement farmers, and the construction party shall open settlement accounts in the agent bank. 2. The construction party shall fill in the approval form of appropriated funds according to the progress of the project (attached with the register signed by farmers), and submit it to the supervision unit, village, township, agent bank, county poverty Alleviation Office, development and Reform Bureau, audit bureau, Finance Bureau, Liuyan company and other departments for approval and confirmation. 3. Report to the leader in charge of the county government for approval before payment. 4. The agent bank (Zhuoni County Rural Credit Cooperative Association Business Department) first allocates the funds to the account opened by the farmers, and then withholds the project funds from the farmers' account to the construction party according to the approved amount.

Article 10

The standard of fund payment for other expenses of construction project is in accordance with the regulations on management of construction project supervision and related service charges (fgjg [2007] No. 670), the Interim Regulations on consulting fees for preliminary work of construction project (JJG [1999] No. 1283), the regulations on management of engineering survey and design fees (JJG [2002] No. 10), and the Interim Regulations on management of bidding agency service fees Methods (JJG [2002] No. 1980) and measures for the administration of asset appraisal fees (fgjg [2009] No. 2914) shall be implemented. other expenses of construction project, including construction project supervision fee, consulting fee for preliminary work of construction project, project survey and design fee, bidding agency service fee, construction drawing review fee, environmental impact report preparation fee, construction project transaction fee, land assessment fee and other expenses related to the project. If the one-time payment is less than 500000 yuan (including 500000 yuan), the appropriation procedure shall be approved and signed by the general manager of Liuyan company on the premise of complying with Article 7, paragraph 1, 2 and Article 8; if the one-time payment is more than 500000 yuan, it shall be paid after being signed by the relevant personnel above and submitted to the leader in charge of the county government for approval.

Article 11

There are two ways of fund payment: entrusted payment and independent payment.

Article 12

According to the regulations on financial management of capital construction, 5% of the project funds shall be reserved as the project quality deposit. One year after the completion and acceptance of the project, the project implementation unit (or the acting township) shall issue the project quality assurance certificate, and the balance of the project shall be appropriated according to the signing and approval procedures of the contract and regulations. Chapter III capital repayment

Article 13

Local government bonds, special construction funds and long-term low interest loans shall be collected and repaid in accordance with the agreement on government purchase of relocation services for poverty alleviation and relocation signed by Liuyan company and the county government.

Article 14

The interest of the special construction fund shall be determined by the issuing bank of the fund. Gansu Yidi poverty alleviation and relocation Investment Co., Ltd. shall issue the notice of interest transfer to Liuyan company, which shall be paid after verification and confirmation.
