The provincial association was founded on August 10, 2007. Authorized by the provincial government, the provincial association is responsible for the management, guidance, coordination and service functions of rural credit cooperatives within its jurisdiction. Hainan Rural Credit Union and 225 legal person credit cooperatives have 387 business outlets and 3085 employees. By the end of 2008, the balance of deposits was 15.862 billion yuan and the balance of loans was 9.052 billion yuan. It is distributed in 213 townships of 18 cities and counties such as Haikou and Sanya. Outlets account for 30% of the total number of banking outlets in the province, and are the financial institutions with the largest number of outlets in the province.

Since November 1, 2007, the province's rural credit cooperatives have implemented the "zero cost" loan in an all-round way. In addition to charging interest and related fees according to the national policy, the loan is issued and managed at "zero cost".

Innovate service varieties and increase support for agriculture. By the end of 2008, the province's rural credit cooperatives will launch new business varieties such as "one access", "one long access", "one card", "one book access", "one small access" and "one Internet access" to meet the growing demand for financial services for "agriculture, rural areas and farmers".

The Provincial Association vigorously develops a series of financial products based on micro credit loans, and strives to realize the positive interaction between local economy and local finance; takes the system construction as the breakthrough point, establishes and improves the system, and provides guarantee for steady operation. The market share has been gradually increased, the management level has been rapidly improved, and the function of supporting agriculture has been significantly enhanced. At the end of 2008, the balance of agricultural loans was 3.582 billion yuan, accounting for 88.9% of the total agricultural loans issued by various financial institutions in the province. It has become an important part of local finance and plays an increasingly important role in the development of local agricultural economy.
