Rural credit cooperatives in Jiangxi Province are the functional departments of rural credit cooperatives (including rural commercial banks and rural cooperative banks, hereinafter referred to as rural cooperative institutions) under the jurisdiction of the provincial government. They are specifically responsible for the management, guidance, coordination and service of rural cooperative institutions.

Development history

Jiangxi rural credit cooperatives was founded in 1951, has gone through 65 years of development. On May 26, 2004, Jiangxi Province Association was established, which accelerated the reform and development of rural credit cooperatives (rural commercial banks) in Jiangxi Province.

There are 86 legal person members of rural credit cooperatives (rural commercial banks) in the province, including 71 rural commercial banks, 1 rural cooperative bank and 14 county-level cooperatives; there are 3029 institutional outlets (including 556 off-line self-service banks), accounting for nearly 1 / 2 of the province's banking institutions, and 14000 financial and convenient service points are set up in rural areas, taking the lead in realizing "full coverage" of financial services in villages and towns and basic financial services Every village is connected.

By the end of March 2016, the total assets of rural credit cooperatives (rural commercial banks) in the province had exceeded 700 billion yuan, reaching 741.9 billion yuan, and the scale of deposits and loans had exceeded 900 billion yuan, reaching 934.7 billion yuan, including 574.1 billion yuan of deposits, accounting for 22.08% of the deposit market share of financial institutions in the province, and 360.6 billion yuan of loans, accounting for 18.46% of the loan market share of financial institutions in the province All of them ranked first in the province's financial institutions.

In 2017, the former CBRC conducted on-site inspection on five provincial Associated Press organizations, including Inner Mongolia, Jiangxi, Henan, Guangdong and Sichuan. The inspection found that there were some prominent violations of laws and regulations in the specific performance of duties by the five provincial associated press. First, there is no effective correction for the deviation of rural cooperative medical institutions from the main business of supporting agriculture. Some provincial cooperatives failed to actively guide the rural cooperative medical institutions to strengthen rural financial services in accordance with the requirements of the Party Central Committee and the State Council, and failed to assess, correct and deal with the problem of "leaving agriculture and getting rid of agriculture", resulting in a few county cooperative medical institutions seriously deviated from the strategic positioning of supporting agriculture. Second, they failed to perform their duties in implementing the responsibility of risk prevention and control. Individual provincial cooperatives did not take the lead in dealing with the risks of rural cooperative medical institutions, and the risk prevention and control did not act, which led to the continuous accumulation of risks within their jurisdiction and the increase in the number of high-risk institutions, which had a serious impact on the local financial security. Third, illegal business. Some provincial cooperatives have seriously violated the regulatory provisions, set up entity enterprises in violation of regulations, and carried out business beyond the scope without approval. Some provincial cooperatives even overstepped their authority to intervene in the business decision-making of rural cooperative medical institutions, and illegally led organizations to issue large amount, remote and non agriculture related loans, forming a large amount of risk exposure. Fourth, the problem of senior executives performing their duties in violation of regulations is prominent. There is a serious lack of internal governance, and there are many violations such as the actual performance of senior executives without qualification approval.

After a series of legal procedures, such as filing, investigation, trial, deliberation, notification, statement of defense, review and issuance of administrative penalty decision, the CBRC coordinated with relevant banking regulatory bureaus to impose administrative penalty on violations of laws and regulations found in on-site inspection of five provincial Associated Press organizations, including Inner Mongolia, Jiangxi, Henan, Guangdong and Sichuan. In terms of institutional punishment, the five provincial associations were fined a total of 31.727 million yuan and their illegal income was confiscated 2.705 million yuan. In terms of personnel punishment, 63 responsible personnel of the provincial associated press were disqualified, warned and fined respectively, of which 42 were fined 4.555 million yuan in total.
