Fenghuangshan prison was founded in 1949, originally under the reform through labor bureau of Heilongjiang Provincial Public Security Department, known as the X labor reform and education detachment of Heilongjiang Province at that time, and externally known as the local state-owned Fenghuangshan farm of Heilongjiang Province; in 1983, it was under the prison administration bureau of Heilongjiang Province (formerly known as the reform through labor bureau of Heilongjiang Provincial Department of Justice), and renamed as Fenghuangshan prison of Heilongjiang Province in January 1995.
