Tieren Park, founded in January 2004, is located in the hinterland of the world-famous oil city Daqing. It was named after the place where "Tieren" Wang Jinxi lived and fought. It is an eco industrial park established by Honggang district Party committee and government seizing the double opportunities of national revitalization of northeast old industrial base and Heilongjiang provincial Party committee and government's construction of "Ha Da Qi Industrial Corridor". The planning area is 33.79 square kilometers, starting from Nansan road in the north, Xingsan road in the south, sada road in the East and Tieren Avenue in the West. In October 2005, Tieren Park was named as provincial eco industrial demonstration park by Heilongjiang Environmental Protection Bureau, and in November 2006, it was established as provincial industrial park by Heilongjiang small and Medium Enterprises Bureau. In December 2007, it was confirmed as Daqing petrochemical equipment manufacturing base by Daqing municipal government. Relying on the built four vertical and nine horizontal road system and five natural water bodies in the park, we will build five hydrophilic business circles, focusing on the development of four major industries, namely, petroleum and petrochemical equipment manufacturing and logistics, oilfield technical services, environmental protection building materials, and glass deep processing. As of June 2008, there are 65 projects in the park, of which 32 are in full operation, 16 are under construction and 17 are newly built, with a total investment of 1.57 billion yuan. It is estimated that by the end of 2008, the total number of enterprises introduced and registered in the park will reach 100, with an output value of 1.6 billion yuan, an added value of 450 million yuan and profits and taxes of 80 million yuan; by 2012, 200 enterprises are planned to settle in the park, with an output value of 5 billion yuan, an added value of 1 billion yuan and profits and taxes of 160 million yuan.

Brief introduction of the park

The park will sincerely recruit domestic and foreign businessmen with superior location advantages, abundant available resources, good infrastructure, stable social environment and preferential investment policies, actively build famous brands, promote strong alliance, realize mutual benefit and win-win situation, and work together with all sectors of society to build the park into a high-tech ecological industrial park integrating science, industry and trade, and combining production, learning and research Industrial Park.
At present, the park has set up a management committee, formulated preferential policies for the park, established a quiet working day for enterprises, the first inquiry responsibility system, one-stop office system and other systems, and set up a fixed investment promotion service telephone and contact card, which effectively meet the reasonable requirements of enterprises in the park and provide a good development environment for the development of enterprises.

Topography and geomorphology

The landform type of Tieren Park belongs to the alluvial terrace of Songhua River and Nenjiang River. There are no mountains in the park. The terrain is flat and gradually lower from north to south, with an altitude of 126-165m. The landform is a wavy low plain with a relative height difference of 5-10 meters. At the higher part, there are gentle hills, and at the lower part, there are seasonal ponding depressions and low marshes with poor drainage. There are five water bodies in the park, including central drainage channel, Chengfeng lake, longxupao, houxiaopao and piandipao, as well as large and small alkaline water bubbles. The low flat land between the marshes is a vast unused land with pH value of 7.2-9.2, which is alkaline.

Tieren park is located on the east coast of Eurasia, with a temperate continental monsoon climate. It is cold in winter with little snow, hot and rainy in summer, cool and sunny in autumn, windy and rainy in spring, and rainy in the same season. The annual average wind speed is 4.1-5.2 M / s, the annual average precipitation is 405-430 mm, and 70% of the precipitation is concentrated in July to August. It is a typical sandstorm arid area in the west of our province, and the main disasters are sandstorm, drought, saline alkali, etc. The annual average temperature is 4.5 ℃, the minimum temperature is in January, and the extreme minimum temperature is - 35.9 ℃; the maximum temperature is in July, and the extreme maximum temperature is 39.3 ℃. The accumulated temperature ≥ 10 ℃ is 2700 ℃, the annual average sunshine hours is 2846.9 hours, and the annual total solar radiation is 1.2 kcal / cm2. The average groundwater level is 60m, and the average thickness of permafrost is 1.95-2.1m.

As a developing eco industrial park, Tieren park has convenient transportation and extends in all directions. It is in the core position of Daqing "one hour" economic circle. The main production and processing departments of oil, natural gas and petrochemical in Daqing oilfield can reach it in one hour; Mingshen (203 National Road), Suiman (301 National Road), rangtong railway, Binzhou railway and daguanggao under construction Speed (Daqing Guangzhou) highway passes around the park, more than 150 kilometers away from Harbin Port, Daqing Zhaoyuan port and Qiqihar port, which can realize river sea, highway, railway and air transport. It is at the core of the energy layout area, Jilin Oilfield, Fushun coal field and other important energy bases in Northeast China, Beiman Special Steel and other steel bases, and Qiqihar, Harbin and Changchun Shenyang and other important industrial bases can be reached on the same day, radiating Russia, South Korea, Japan, Mongolia and other countries and Northeast Asia.

Park Planning

The planning idea is: to reflect the development concept of "expanding to the South and moving to the west, two wings flying together, modern park, complete facilities, business circle surrounded by lakes, green around", relying on the urban skeleton, around one goal, play two roles, build five business circles, and strive to build the largest oil field equipment manufacturing logistics base in China.
1. The urban skeleton is the urban road network of "one ring, nine horizontal and four vertical". Among them, Tieren Avenue, Xingsan Road, sada road and Nansan road form ring road; Nansan Road, Nansi Road, Nanwu Road, Nanliu Road, Nanqi Road, Nanba Road, Xingyi Road, Xinger road and Xingsan road form JiuHeng road system; sada Road, Xiyi Road, Donghuan Road and Tieren Avenue form four vertical road system.
2. One goal is to build a national eco industrial park and expand the first satellite city of Daqing.

Water supply: the wells in the park are respectively Φ 700 and Φ 400, and two water supply pipelines run through the north and south. The domestic water and industrial water in the park are provided by Tuqiang water supply company. The diameter of the water transmission and distribution pipes laid in the park is Φ 300 mm. The Park is 206300 cubic meters now, with a maximum of 15000 cubic meters per hour. The regional service pressure is 156kpa (1.5kg / m2). The water quality conforms to gb5749-85 national drinking water standard.
Power supply: the power of the park is jointly provided by the substation (35kV) and zhoupao primary substation (110kV).
The power supply parameters of the park are: < br > ● voltage error range: under the normal condition of the power system, the sum of the absolute value of the positive and negative deviation of the voltage shall not exceed 10% of the rated value for the power supply of 35kV or above; for the three-phase power supply of 10kV or below, it shall be + 7% - 7% of the rated value; for the single-phase power supply of 220V, it shall be + 7% - 10% of the rated value. Under the abnormal condition of power system, the maximum allowable deviation of the voltage at the user's receiving end should not exceed + 10% - 10% of the rated value.
Power supply frequency: 50 Hz. The allowable deviation of power supply frequency under normal condition of power system is + 0.2hz -- 0.2hz, and the allowable deviation of power supply frequency under abnormal condition of power system shall not exceed + 1.0Hz -- 1.0Hz.
Power supply level < br > low voltage power supply: low voltage single-phase 220 V power supply can be used for users whose total capacity of single-phase electrical equipment is 10 kW or less. If the total capacity of user's electrical equipment is less than 350kW or the maximum demand is less than 150KW, the low-voltage single 380V power supply can be adopted; the limit of power supply capacity can be changed appropriately under special circumstances.
Communication: the park has a planned terminal capacity of 20000-30000 telephone offices. After the completion of the telephone office, it can provide services including e-mail, PDS generic cabling, leased line, videotex, wireless paging, mobile communication, user fax, satellite communication, data communication, etc. the optical fiber ring network has been built in the park for the use of enterprises. The park is building a broadband network in the park, which can provide 10m / 100M / 1Gbps access bandwidth and has a high-speed Internet outlet.
Sewage discharge: the sewage in the park is uniformly discharged to the nearby Chengfeng sewage treatment plant, which has a sewage treatment capacity of 30000 cubic meters per day. The sewage discharge enterprises in the park should implement the integrated wastewater discharge standard (DB31 / 199-1997) and the water quality standard for sewage discharged into urban sewers (cj18-86) in combination with the requirements of total amount control.
Gas supply: natural gas is used in the park, and the natural gas pipeline network is connected with the pipeline network of the second natural gas sales brigade. At present, two gas gathering stations have been established in the park, with an annual gas supply capacity of 20 million cubic meters.
