In 1956, shunwai and other six townships merged to establish Hufang Township, in 1958, Hufang commune was established, and Hufang township was restored in 1984. Located in the eastern suburb of the urban area, it covers an area of 22.6 square kilometers and has a population of 25000 in 1997. It governs 17 administrative villages including shunwai, Xinxin, Hufang, Jinshun, Xiaofang, Zhangyan, Taozhu, Shiquan, Yongren, Changchun, Pengqiao, Taihe, Jinming, jinwai, Lixiang, Lianmeng and Hongdu.
