The town is named after the construction of a comprehensive border trade market on a large scale, forming a pattern of "three townships (attached to urban and rural areas, Daping town and Jingpo township) making three stars". In 1950, it belonged to the second district. In 1956, it was called Quanshui township. In 1958, it merged with Jingpo (Dacun Village) and Daping to form Dongfeng people's commune. In 1961, it was divided into Quanshui people's commune. In 1984, it was renamed Quanshui township. In 1993, it was withdrawn from the township to build a town. The total area of the town is 93.1 square kilometers, with 1409.9 hectares of arable land, 7372 households and 27360 people.
