Xing'an township is under the jurisdiction of Zhaoyuan County. Located in the south of the county, around the county, suburban township, south of the Songhua River. The township government is 5 kilometers away from the county seat. It was originally under the jurisdiction of the urban area of Guoerluosi Houqi. In 1949, the urban area was divided into two districts, Zhaoyuan town as the first district and suburb as the second district. In March 1956, tiger back village was set up. In April of the same year, it was transferred to Zhaoyuan County. In September 1958, the people's commune of peace and equality was established. The suburban people's commune was set up in 1961. In 1983, it was renamed Xing'an commune. In March 1984, it was changed into Xing'an township.

Xingan township is located on the North Bank of Songhua River, which belongs to Jiangwan plain area. There are depressions, grasslands, lakes and streams outside the dam. The total area of the township is 152.4 square kilometers, including 80000 mu of cultivated land. It is a specialty of river fish. In 1992, the total output value of township enterprises was 20.3 million yuan. The township governs 9 villages including Xing'an, huhubei, Shuangsheng, Sifangshan, Jiaoyuan, Dailong, Youyi, Dongjiao and Dongfeng. At the end of 1992, the total population of the township was 18000, of which Mongolian, Manchu, Hui and other ethnic minorities accounted for about 5%. The township government is located in Dailong village.
