Beishan township is located in the southeast of longhui County, adjacent to Zhouwang town in the East, Shaoyang County across Zijiang in the south, Taohong town and Yushan Town in the West and North. The total area of cultivated land is 35898 mu, including 26832 mu of paddy field and 68000 mu of mountainous area, including 44755 mu of forest. Yiping, Nanyang, Guanyintang, Yantang, Dajian, Mantang, Yanmen, Shibai, Xinwu, Mengtian, Baoxi, Dazhu, Dawu, dongjuan, Beishan, wenchongdang, Datang, Shikuang, Qingjiang, Shijiang, boating, Lujia, Huangbai, hehuatang, Wantian, Gaomu, Gaolou, Zhuyuan, changchong, yangliuchong, datianzhang, Xinlian, Qiyang, Xiaojiao, tangtuo, Xinyuan There are 39 administrative villages and 334 villager groups in Dayuan, Mojia and Meixi, with a population of 36700, which are composed of Han, Hui, Miao and Dong nationalities. Beishan township is rich in products. Wen Qingcheng, a native of dongjuan village, Beishan Township, was born on May 19, 1973. Village water watchers, young commandos and joint security guards.

When he was in primary school, Wen Xiaoshu, a classmate from the same village, couldn't walk because of his handicapped feet. Xiao Qingcheng helped him to go to school and go home every day. He also walked on his back when the road was slippery in rainy days. From the age of 7, ten years ago, he helped Wen Weimao, a blind villager, cut firewood, milled rice, carried water, dressed as a grain, and sent rice and fertilizer to him. In May 1988, in his spare time, he collected gravel from Shitouling, two miles away, to pave the way for the villagers. At the age of 13, he took over from his frail father as a volunteer water Watcher in the village. Whenever it rained, he always got up early in the dark and went to the mountains around the reservoir to open a channel to irrigate the reservoir. For three consecutive years, he dug out a 3 km long channel. In June 1989, he jumped into the pond and rescued two drowning children.

In the spring of 1990, the village committee organized the masses to rush to repair the youlaochong reservoir. No matter whether he is on duty or not, he is always too busy to eat at the construction site every day. On March 5, he was not on duty, but he went to the construction site. At the end of the day, everyone else left, leaving him and the village director to continue looking for holes in the dam. Several times his father called him home for dinner, but he refused to leave. The leak hole was finally found. Just as he was cleaning the leak hole with a hoe, the village director suddenly called out: "three treasures, run!" Hearing the news, Qingcheng looked up and saw that the dam was cracking and landslide. The situation was very dangerous. He pushed the village director with his right hand. At this moment, the dam collapsed. The village director was buried in the chest deep soil, and he was buried alive by dozens of cubic meters of soil. When the villagers rushed to pick him out of the soil, he had stopped breathing.

On March 6, 1990, dongjuan village held a memorial meeting attended by more than 1500 people, and named youlaochong reservoir "Qingcheng reservoir". The Party group of the Ministry of water resources of the Communist Party of China, Hunan provincial Party committee and provincial people's Government of the Communist Party of China, Shaoyang municipal Party committee and municipal people's Government of the Communist Party of China, longhui county Party committee and County People's Government of the Communist Party of China respectively made "the decision on learning from Lei Feng's good youth Wen Qingcheng". Hunan Provincial People's government recognized him as a revolutionary martyr. Li Peng, premier of the State Council, wrote an inscription: "to be upright, to love the people and to serve the public wholeheartedly. Record Comrade Qingcheng's diary. " Qian Zhengying, vice chairman of the National Committee of the Chinese people's Political Consultative Conference, and leaders of the Ministry of water resources and Hunan Province made speeches respectively. His deeds were published in people's daily, Hunan daily and China Water Conservancy daily respectively.
