Tongxin township is under the jurisdiction of hailun city. It is located in the middle of the city, close to hailun town in the East. The township government is 6 kilometers away from the urban area. It is a suburban township in the urban area.

After the victory of the "93" Anti Japanese war in 1945, it was subordinate to the West District of the city and changed to the Second District in 1950. In April 1956, Tongxin township was set up instead of regionalized township. In November 1958, it merged with hailun town to form the happy people's commune. In 1962, Xiangrong commune and Qianjin commune (originally happiness commune) were divided into two parts, and Tongxin commune was established. In March 1984, it was changed into Tongxin township. Tongxin township is high in the South and low in the north, with fertile soil. The total area of the township is 86 square kilometers, with 100000 mu of arable land, mainly agriculture. In 1992, the total output value of township enterprises was 11.36 million yuan. The township has jurisdiction over 11 villages, including Xincheng, Dongxing, Yongfeng, Tongxin, Yongzheng, Renmin, Shuangquan, shuangfa, Xinfa, Yongan and Zixin. At the end of 1992, the total population of the township was 17000. Township government is located in Tongxin village.
