Pailou town is located in the southwest of Zhongfang County, on both sides of Wushui River, 27.5km away from Huaihua City. It is adjacent to Longtian township of Hongjiang City in the East, Taiping Township and Shuangxi town of Hongjiang City in the south, Tongmu town of Zhongfang County in the west, Zhongfang town of Huaihua county and shuikuan township of Zhijiang County in the north and northwest. The total area of the town is 103.5 square kilometers, including 16230.2 mu of cultivated land, 4591.7 mu of garden land, 109275.5 mu of forest land, 4051.3 mu of market towns, villages and industrial and mining land, and 5684.1 mu of water area.

The dam site is located in wulongxi, a tributary of Wushui. The control area of rainwater collection is 25.3 square kilometers, the dam height is 48 meters, the length is 182 meters, the total water storage is 13.2 million cubic meters, the reservoir water storage area is 980 mu, and the effective fish culture area is 688 mu.
