The suburban commune was established in 1981, and Kecheng rural commune was established in 1984. Located in the suburb of Quzhou City, surrounded by the ancient city of Quzhou on three sides, it is in the junction of urban and rural areas. In 1996, it covers an area of 11.7 square kilometers and has a population of 21000. It governs 14 administrative villages including huayuangang, dizangsi, Shawan, Dongmen, tingchuan, jimingbutou, luwushan, qianjiashan, huzhelong, gongjiabutou, Zhouzhuang, Beimen, yanjiayu and Xiaonanmen, and 2 neighborhood committees including Yinghe and Shuyuan. At the end of 2005, Kecheng township was abolished, and Baiyun Street was established by merging Baiyun community, yanjiawei, Luming mountain, qianjiashan, huzhelan, tingchuan, gongjiabutou, dizangsi and huayuangang, with guoxifan, shuangtangling, Huilong and Yachao villages in jiangjiashan Township and riverbank village in Wantian township Community and yanjiayu, Luming mountain, qianjiashan, huzhelang, tingchuan, gongjiabutou, dizangsi, huayuangang, shuangtangling, guoxifan, Huilong, Yachao, Riverside Geng 13 administrative villages, the office is located at No. 18 Huayuan Avenue, with an area of 17.1 square kilometers and a population of 19300 people; the administrative area east of Qujiang in former Kecheng Township belongs to Xin'an street. in 2018, in order to further accelerate the role of community as an important platform carrier in strengthening grass-roots construction, consolidating basic work and implementing service functions, Baiyun Street in the Western District reasonably divided community blocks according to the standards of urban community setting and the principle of integrity of regional division. Baiyun Street is divided into nine communities: Binjiang, Baiyun, Xingfu, Xixi, Yangguang, Shuangling, Yulong, Xinhu and yujingwan.

Geography

Baiyun Street in Quzhou City is located in the West District, which is the symbol of Quzhou urban construction from "Nanhu era" to "Qujiang era". It is located in the west of Quzhou built-up area, adjacent to Qujiang River in the East, and across the river from the old city. It is a new center of Quzhou City with functions of administration, culture and education, commerce and finance, exhibition and business, leisure and living. Baiyun Street governs 13 villages and 1 neighborhood committee, covering an area of 30 square kilometers. The area is bounded by Hangjin Quzhou Expressway in the north, Qujiang River in the East and Changshan port in the south, which runs through Shiliang river. In addition to the unique hilly landform and undulating terrain, it has a superior ecological environment and beautiful natural landscape, and has the location conditions to build a modern ecological city of Quzhou. The west district is the representative of quzhou modern city, reflecting the new style of Quzhou City, forming a dialogue between modern and history with the old city, which is known as a national historical and cultural city, highlighting the design concept of modern ecological city, humanized life and diversified culture, and displaying the characteristics and vitality of Quzhou City. Baiyun Street will become the new urban central area of Quzhou. It is planned to be a sub urban central area with exhibition center, sports center and most residential areas. Relying on the superior natural environment and geomorphic characteristics, Baiyun Street will make use of the infiltration of natural landscapes such as mountains and water to create natural ecology, tourism and leisure and modern urban characteristics. the third phase of west district is located in the south of Changshan port and the west of Qujiang River. The planning focuses on logistics and residence. In order to create the best living environment, we should arrange the logistics distribution facilities along the transportation trunk lines, and strive to build the marginal logistics centers of the four provinces. Urban design takes the organic integration of human, natural landscape, urban architecture and space as the theme, with "ecological green core", as well as administrative center, business and Trade Center, cultural and leisure center. It is a new urban center of Quzhou integrating administrative office, financial and trade, cultural education, residential and leisure functions.
