Population 11674. It has jurisdiction over 6 administrative villages and 54 natural villages. There are Han, Yi, Mosuo, Pumi and other nationalities living. During the period of the Republic of China, it belonged to Xinghua township of Ninglang. After the founding of the people's Republic of China, it was called Xinghua District in 1950. In 1953, it was renamed four districts (Baodu District). Hongqi commune was established in 1958, renamed Hongqi District in 1962 and Hongqi Township in 1987. the central part of the township is a long and narrow valley, and the eastern and western parts are alpine areas. The climate is cold and cool. It mainly produces potatoes, buckwheat, oats, etc. The valley has a mild climate, mainly producing rice, corn, wheat and so on. After the founding of the people's Republic of China, six canals were built, with an effective irrigation area of 6731 mu.
