Xin'an town is located 46 kilometers southwest of Hailin City, covering an area of 131 square kilometers, half of which is cultivated land. It is the largest major rice producing area in the city. Shengyuan food processing project newly introduced by the town is settled in Xin'an town relying on the rice industry of Xin'an town. The total investment of the enterprise is 5.6 million yuan, mainly producing cooked and expanded rice and other food. In January 2007, Shandong Qingdao Longze Co., Ltd. was introduced through investment promotion to establish Jinta pepper planting base in Xin'an town. In order to make the industry develop as soon as possible, the party and government leaders and cadres of Xin'an town have raised funds to invest 200000 yuan in the construction of a demonstration base. In order to promote the industrial structure adjustment of dry land farmers in Xin'an Town, the municipal government introduced the rice field, pond crab breeding project and Penaeus vannamei breeding project. In order to let farmers accept and recognize this project, the Party committee of Xin'an town first raised funds from government officials and built a demonstration breeding base. After a year, farmers who saw benefits began to accept these new industries.
