Zhenluo town

Zhenluo town is located in the east gate of Zhongwei City, Ningxia, with an area of 205.96 square kilometers. It has 13 administrative villages under its jurisdiction. It is the only town (township) in Zhongwei county that did not adjust its administrative division in 2003. The population of the town is 23514 (2017), and the cultivated land area is 32365 mu.

On May 26, 2020, Zhenluo town was selected into the list of strong agricultural towns in 2020.

General situation

Zhenluo town is located in the east gate of Zhongwei city. It borders Zhongning county with shengjinguan in the East, Rouyuan town in the west, the Yellow River in the South and Inner Mongolia Autonomous Region in the north. Covering an area of 205.96 square kilometers, the town has a total of 13 administrative villages, which is the only town (township) in Zhongwei county that has not been adjusted in 2003. The population of the town is 23514 (2017), and the cultivated land area is 32365 mu. In 2004, the total social output value of the town reached 367.17 million yuan. Among them, the total output value of agriculture reached 121.67 million yuan and that of enterprises reached 245.5 million yuan. The fiscal revenue is 1.75 million yuan, and the per capita net income of farmers is 3396 yuan. Two "five good" party branches have been set up, the participation rate of "Ten Star civilized family" has reached more than 98%, and the participation rate of "safe and civilized village (Campus)" has reached more than 62%.

Industrial base construction

In 2004, according to the development idea of "building the base, introducing projects and strengthening the backbone", Zhenluo Beishan industrial base made great efforts to attract investment, create a good investment environment, fully tap the resource potential of Beishan, actively coordinate the relationship between all parties, give full play to the advantage of sufficient power, and constantly increase investment. A total of 3 million yuan was invested in the whole year to speed up the infrastructure construction of the industrial base. Two 10kv High-voltage special lines with a length of 7.5km, one 3.5kv special line with a length of 3km, one trunk road with a width of 12m and a length of 1.5km from east to west, and 100 meters of drainage and irrigation pipes. In the whole year, nine industrial projects were introduced into the base, with a total investment of 91.4 million yuan. By the end of the year, 37.6 million yuan had been invested. Among them, Hefa smelting Co., Ltd., Xinhua Industry and Trade Co., Ltd., Maoye Foundry Co., Ltd., Jinhui industry and Trade Co., Ltd. and other key enterprises are developing rapidly.

Technological transformation and system reform of enterprises

Shengjin Cement Co., Ltd. paid close attention to the potential tapping and transformation. In 2004, it invested 14 million yuan to carry out the second phase expansion and environmental protection dust removal project. After it was completed and put into operation on August 1 of that year, the enterprise realized the target of an annual output of 300000 tons of cement for a smokeless chemical plant and a modern shaft kiln. The pace of enterprise bankruptcy and restructuring has been accelerated. After the former Zhongwei County starch factory sold to Wenqian industry and Trade Co., Ltd. through public auction, the company invested 5 million yuan in a new high-grade household paper production project, with an annual production of 5000 tons of high-grade household paper, an output value of 25 million yuan, and revitalized the stock assets.

Private economy

In 2004, the private economy developed rapidly. Among them, there are 22 large-scale private industrial enterprises, 7 agricultural and sideline products processing enterprises, 28 mining enterprises with a certain scale within the town area, 53 individual businesses in the secondary and tertiary industries, with a total number of 1312 households, 3560 employees and a total investment of 51.3 million yuan. It has 139 freight motor vehicles and 48 passenger vehicles, with a total revenue of 50.2 million yuan.

Vegetable base construction

Zhenluo town is the vegetable base of pollution-free facilities in the city. In accordance with the principle of "scientific planning, reasonable layout, complete supporting facilities, centralized and continuous" construction, taking Liyao road as the axis, the "master plan of 5000 mu pollution-free facility vegetable base" was compiled, involving 4 villages (3600 mu) of Shenqiao, Guanyin, Guanzhuang and Liyuan. Through the supporting policy of "cadre guarantee, pair assistance, and increasing farmers' income", the construction of 3600 mu (1167) greenhouses in the town started on March 28, and the construction of walls was completed on May 31. By the end of the year, there were 1506 protected vegetable greenhouses in the whole town, which could produce 14.64 million kg of vegetables annually, achieve an economic income of 7.32 million yuan, absorb 2000 rural surplus labor force, and increase the per capita income of base villages by 220 yuan. The town added 460 mu of leeks in xiaogongpeng, with a total of 1088 mu. Facility vegetable industry has become the leading industry of increasing farmers' income.

Wolfberry base construction

Wolfberry industry, as another leading development direction of the town's agricultural structure adjustment, is mainly along the eastern villages on both sides of Weiqing highway. In the form of land allocation and land management right transfer, a total of 1660 mu of Lycium barbarum was added throughout the year, including 493.7 mu of Lycium barbarum corridor along Weiqing highway. The total planting area of wolfberry reached 4474.5 mu. In Shengjin village, 500.8 mu of Lycium barbarum demonstration base was added, and the total planting area reached 1413 mu. In the case of large-scale cultivation and production, a professional team for disease and pest control of Lycium barbarum was established in the village, and the Lycium barbarum was applied uniformly in the whole village, which reduced the production cost of farmers and improved the quality of Lycium barbarum.

Livestock and poultry breeding

In accordance with the idea of "catching pigs, bringing chickens and promoting sheep", the whole town takes improving quality and efficiency, expanding planning and supplementing columns as the focus of animal husbandry work, and promotes the rapid development of pig breeding. After several years of construction, the town has built 13 breeding parks. Among them, there are 1 breeding Park with more than 200 breeding scale and 6 breeding parks with more than 50 breeding scale. There are 563 houses in the town. There are 354 large pig raising households in the town, including 33 large pig raising households with more than 100 heads; 181 large chicken raising households, including 84 large pig raising households with more than 1000 heads; 72 large cattle raising households, including 6 large pig raising households with more than 20 heads; 32 large sheep raising households, including 6 large sheep raising households with more than 200 heads. The four industries of pig, chicken, cattle and sheep have been developed simultaneously. The number of pigs, chickens, cattle and sheep in the town reached 121000, 800000, 7337 and 45000 respectively.

Infrastructure construction

In 2004, it invested 1.3 million yuan to build the business hall of Zhenluo Credit Union, which was officially put into operation in May. The investment of 210000 yuan is to pave and harden the sidewalk of the main street in the market town, and to repair the pavement in some sections, with a paved and hardened area of 3400 square meters. The anti-seepage and drainage works of railway overpass and culvert are reconstructed and reinforced. 150000 yuan will be invested in the agricultural trade market to carry out the hardening construction of the first phase project, with a hardening area of 1300 square meters. A total of 21 rural trunk roads in Shengjin, Kaige, Hegou, jiutang, Guanyin and Shenqiao villages were hardened, with a hardening length of 17.9 km. 200000 cubic meters of production road bedding and 83411.5 square meters of hardened area have been completed, with a total investment of 4.27 million yuan. After the completion of the office building of the village headquarters in Guanyin village in 2003, a multi-functional pollution-free vegetable exhibition hall and vegetable wholesale market covering an area of 12.8 Mu were built opposite the village headquarters in 2004. The construction scale of the central village has become an embryonic form, driving the development of catering, repair, trade and other industries. Shenqiao village invested 900000 yuan to build a village office building with a construction area of 1153 square meters, which was put into use in November. on May 26, 2020, Zhenluo town was selected into the list of strong agricultural towns in 2020.

Circulation of agricultural and sideline products

In 2004, on the basis of perfecting the pig transportation and Marketing Association, the wolfberry Circulation Association and Guanyin facility vegetable Circulation Association were established one after another. According to the principle of "the government sets up the stage, the broker plays, and the masses benefit", the government supports and funds are adopted to continuously cultivate new forces, so that a large number of large circulation households who understand operation, management, and good communication will emerge. There are 70 large circulation households of all kinds of agricultural and sideline products in the town, with an annual circulation amount of 131.8 million yuan. There is one circulation organization (pig circulation organization) with circulation amount more than 10 million yuan, four circulation organizations with circulation amount between 5 million yuan and 10 million yuan, and 12 circulation organizations with circulation amount between 1 million yuan and 5 million yuan, which promotes the circulation of agricultural and sideline products.

Labor export

Labor export is the main way to solve the problem of rural surplus labor force and broaden the channels of increasing farmers' income. The whole town adheres to the principle of "giving priority to government guidance and pre export training, giving priority to export to towns and cities, and improving the stability rate", and increases the output of labor services. The total number of migrant workers in the town reached 2021, accounting for 12% of the total labor force in the town. Among them, the total number of long-term migrant workers reached 637 (more than 6 months), accounting for 3.7% of the total labor force. 294 migrant workers were exported to provinces and cities in an organized way, 786 migrant workers were exported to cities (counties) in the District, and 941 migrant workers were in the city. The annual labor income reached 12.65 million yuan.

Closing the mountain and forbidding grazing

The total land area of the town is 205.96 square kilometers. On the basis of the auction of mountain grassland in 2002, the leading group of closing mountains and forbidding grazing was set up in the town to regularly inspect the 12 grassland auctioned in Beishan area and urge relevant personnel to fence and close mountains. After two years of efforts, the vegetation in the mountain area has been effectively restored, the grassland greening has been significantly improved, and the situation of serious soil erosion has changed.
