Bangor County governs the township, the county government, the county Party committee and the county people's Congress. In 1960, pubao township was established, in 1970, the commune was changed, in 1980, the township was rebuilt, and in 1987, the former pubao Township and gengni Township were merged to build a new pubao township. The township government is stationed in Xiuchi. It covers an area of 2149.85 square kilometers and has a population of 5793 (2017). It has jurisdiction over nine village committees, namely, relai, Ganguo, Gongma, puxuanma, qiri, gengna, reqianpu, gesai and Baorong. It belongs to pure animal husbandry Township, where yak, goat and sheep are raised.

Bangor, which means "lucky protector" in Tibetan, gets its name from "bangoco (Lake)" in the territory. During the Qing Dynasty, langruzong, one of the "four northern tribes" in Tibet, was under the jurisdiction of the minister in Tibet.

In 1996, pubao Township had a population of about 2700 people, including nine administrative villages, namely, relai, Ganguo, Gongma, puxuanma, qiri, gengna, reqianpu, gesai and Baorong. The township government stationed in Xiuchi Department (including nine villages, namely, relai, Ganguo, Gongma, puguangma, Puqian, gengna, Reqing, Geser and Baorong), and Debao Township had a population of about 12000 people, including Xiongdu, Qiangqiang, gongmang and Baorong Debaoqian, Datong, Tama six administrative villages, township government in xiongdou (jurisdiction xiongdou, Qiangli, guomang, debaoqian, Mutong, Tama six villages, in xiongdou). In 2002, pubao Township and Debao Township were abolished and pubao town was established. In 2006, it has jurisdiction over 2 neighborhood committees of jiebuduo and gese, and 11 administrative villages of ralai, gangguo, Gongma, Laoxian, jieding, duoerge, Xiongdu, reqian, dingqiangma, Nerong and nalama. In September 2019, pubao town was rated as Tibet's "model town for road protection".
