Caogu township is located in the northeast of Mianning County, 22 kilometers away from the county. It borders Yuexi County in the East, Chengxiang town in the south, Daqiao town in the West and Yihai Township in the north. National Highway 108 runs through the whole county. It is one of the three townships in the north of Mianning. Township is located in the second half of the alpine mountains, township government resident altitude of 1960 meters, 3383 acres of arable land, including 984 acres of paddy fields. It has jurisdiction over 3 administrative villages, 19 villager groups, 1397 households and 6185 people. It is a Yi inhabited township. The main area of the township is woodland, accounting for 70% of the total area. Caogu township has been successively rated as a model township of social security by the State Party committee and the state government, as an advanced unit of forest protection and fire prevention, as an advanced unit of earthquake prevention and disaster reduction, as an advanced unit of Party building "18163" project, and as an advanced unit of animal husbandry and epidemic prevention by the county Party committee and the county government.

In the past five years, Caogu township has been successively rated as a model township of social security by the State Party committee and the state government, as an advanced unit of forest protection and fire prevention, as an advanced unit of earthquake prevention and disaster reduction, as an advanced unit of "18163" project of Party construction, and as an advanced unit of animal husbandry and epidemic prevention by the county Party committee and the county government. (1) from 2001 to 2005, 3300 mu of farmland was converted to forest, more than 600 mu of Zanthoxylum bungeanum base and more than 600 mu of walnut base were newly built. The installation of drinking water pipes for people and livestock in 15 villager groups has been completed, and the power erection of the last group without electricity has been completed. In 2002, the resettlement of 247 people from 60 households above 3000 meters above sea level was completed, and a new Liangshan immigrant village (Group 6, dabuzi Village) was built. In 2004, dabuzi village shatangou rare earth smelter was built with an annual output value of over 100 million yuan. In 2005, with the strong support of Tong Yinglin, chairman of Yinglin group, county Party committee and government, Yinglin hope primary school in Layang village was built.
