Toubaihu Town, belonging to Huai'an County, Zhangjiakou City, Hebei Province, is located in the middle of Huai'an County, adjacent to Taipingzhuang Township in the East, Sanbao Township in the south, Huai'an town in the west, Xisha urban and rural areas and liuditun Township in the north. It is 18.3km away from the people's Government of Huai'an County, with a total area of 83.81km2.

In 1949, Toubaihu town belonged to the Second District of Huai'an County; in 1987, it was changed from Toubaihu township to Toubaihu town.
