Huaiqing street is located in the northeast of Qinyang City in Jiaozuo, bordering on Dongguan community of Qinhuai street in the East, Dengta street of Qinhuai street in the southeast, Lianhe street of Qinyuan street in the southwest, Luozhuang and Maozhuang of Taihang street in the west, and Litun village of Xiwan town in the north. The total area is 15.16 square kilometers, including 10020 mu of cultivated land.

Huaiqing street was established in 1995. In 1997, it covers an area of 15.2 square kilometers and has a population of 30000. It has jurisdiction over two neighborhood committees of Hezuo street and autonomous street, and seven administrative villages of Beijin village, shuibeiguan, Mengzhuang, zhangshizi, mingwangzhuang, maxiang and shuangmo.
