Planning area

Hebei Lulong Economic Development Zone (formerly Longcheng Industrial Zone) is located in the East and north of Lulong County. With its unique location, market, resources and transportation advantages, it began planning and construction in 2003 and was officially approved as a provincial Development Zone by Hebei Provincial People's Government on July 6, 2011. Lulong Economic Development Zone in Hebei Province is composed of two districts, the Southern District and the Northern District, with a total area of 13.78 square kilometers. The planning area of the South District (Industrial Park of the county and green chemical park of Qinhuangdao) is 12.33 square kilometers, and the planning area of the North District (New Village Construction Industrial Park) is 1.45 square kilometers.

Industry orientation

According to the principle of differentiated development and industrial agglomeration, combined with the development of surrounding and local industries, the industrial development direction is determined: the County Industrial Park focuses on the development of machinery manufacturing, light industry and textile, food processing and high-tech and trade logistics industries; Qinhuangdao Green Chemical Industry Park focuses on the development of silicon chemical industry, phosphorus chemical industry, carbon chemical industry, biochemical industry, chemical machinery and biomass energy We will strive to build a science and technology-based, resource-saving and environment-friendly upgrading chemical industry park that meets the requirements of circular economy; the building materials industry park will focus on ceramics, cement products, glass and supporting enterprises, and strive to build a new building materials industry gathering area with reasonable layout and resource recycling.

Planning

In order to realize scientific planning, standardize construction and management, the overall planning and regulatory detailed planning of the development zone were prepared and improved, which were approved and implemented by Lulong County Government in March and November 2009 respectively. Based on the master plan, the regulatory detailed planning defines the land use of all kinds of land, the planning and design of new construction, reconstruction and expansion of all kinds of buildings and structures, and the control of municipal facilities construction management, as well as the time sequence of development and construction and the specific tasks in the near, medium and long term.

The industrial development plan has been completed and passed the expert review in September 2010. Based on a comprehensive analysis of the opportunities and challenges faced by the Development Zone, according to the scientific outlook on development and the requirements of national industrial policy, the key industries and directions, spatial layout, scale and development measures are defined.

In terms of environmental protection, according to the relevant requirements, the regulatory detailed planning environmental impact report was prepared and reviewed by experts, which was officially approved by the provincial environmental protection department in October 2010. All the settled enterprises in the area have passed the approval of the environmental protection department, completed the environmental impact assessment and the acceptance of the "three Simultaneities" project, and the pollutants can reach the discharge standard.

The above-mentioned development planning has achieved the convergence with the overall land use planning and the overall urban planning, and is in line with the functional zoning determined by the urban planning; it has realized the reasonable spatial layout, clear development priorities, in line with the national industrial policy and the requirements of regional productivity layout, and can create the preconditions for the development of industrial agglomeration, centralized pollution control, and social service sharing, so as to provide reference for the economic development zone All industries lay a foundation for reducing production costs and improving overall competitiveness.

Infrastructure construction

Hebei Lulong Economic Development Zone has invested 330 million yuan in infrastructure construction since its construction. The industrial park of the county has hardened Longcheng Road, North Ring Road, East Ring Road, Yong'an street, Ziqiang Road, Houde Road, Feizi Road, Yongwang street, Yongxing street, north section of Taihe Road, east section of Yongtai Street and north section of Yangde Road, east section of Yonghe street, north extension of East Ring Road and Mingzhi road The north section of the road is 24538 meters, the water supply pipeline is 23060 meters, and the sewage pipeline is 17918 meters. Settled Enterprise

At present, the built-up area of the development zone is nearly 4 square kilometers, and there are 43 enterprises in the zone, with a total investment of nearly 2 billion yuan. Among them, there are 33 industrial enterprises with a total investment of 1.67 billion yuan and 350 small and medium-sized businesses. In 2011, the region's sales revenue was nearly 1 billion yuan, including 670 million yuan from industrial enterprises, 320 million yuan from trade and logistics, and 56 million yuan from taxes. In the first quarter of 2012, the main business income of the development zone was 310 million yuan, an increase of more than 25% over the same period of 2011, and the tax income was 19 million yuan, an increase of more than 33% over the same period of 2011.
