Hefei Circular Economy Demonstration Park

Hefei Circular Economy Demonstration Park officially started construction on March 1, 2006, and was listed in the "Wanjiang City belt to undertake industrial transfer demonstration zone planning" on January 22, 2010.

Brief introduction of the park

The park is located in the east of Hefei, adjacent to Chaohu in the South and the "Yangtze River Delta economic circle" in the East. The surrounding land, water and air transportation is convenient, coal, salt and electricity resources are rich, science and technology strength is strong, and human advantages are prominent. The first phase of Hefei Circular Economy Demonstration Park is planned to be 10 square kilometers, and the control plan is 20 square kilometers. With the orientation of building an environmental protection and ecological circular economy park, it will vigorously develop green chemical industry, metallurgical materials (steel deep processing), non-metallic materials and other industrial systems, as well as upstream and downstream characteristic industries relying on raw materials. It is the "one core" in the industrial development pattern of "two clusters" and "two corridors" in Hefei, and the first stop for Hefei to undertake industrial transfer from developed areas.

Hefei Circular Economy Demonstration Park has always been practicing the concept of circular economy, vigorously promoting low-carbon economy, relying on the progress of science and technology, promoting clean production and energy conservation and emission reduction, realizing the simultaneous promotion of resource efficient utilization, rapid economic development and environmental protection. Following the principle of "centralization, unification, sharing and improvement", the park strives to construct the circular industrial chain of coal chemical industry, salt chemical industry and petrochemical industry with higher starting point, faster speed and greater intensity. Strive to form the mutual supply and use of raw materials, intermediate products and wastes among enterprises in each industrial chain, realize the "seamless link" between upstream and downstream enterprises, between each industry and clean production; build a science and technology-based and ecological circular economy demonstration park with the first investment intensity, average output per mu and average tax per mu through the introduction of advanced chemical production technology.

It is estimated that from 2014 to 2015, Hefei Circular Economy Demonstration Park will achieve sales revenue of more than 50 billion yuan and profits and taxes of more than 10 billion yuan.

Economic Location

Hefei Circular Economy Demonstration Park is located in Feidong County, Southeast of Hefei, covering a total area of 20 square kilometers. Located on the North Bank of Chaohu Lake, the park is rich in water resources, surrounded by Hefei No.2 Power Plant, Huainan coal mine, Dingyuan Salt Mine and other important chemical basic resources. The park is closely connected with the "Yangtze River Delta economic circle" and will play an important role in undertaking the gradient transfer of industries in the Yangtze River Delta. With Hefei Circular Economy Demonstration Park as the center, 300 km economic circle covers Chaohu, Wuhu, Bengbu, Nanjing, Xuzhou, Wuhan and other cities, with a population of 120 million; 500 km economic circle covers Shanghai, Hangzhou, Suzhou, Wuxi, Ningbo, Lianyungang and other cities, with a population of 500 million.

Function planning

Hefei Circular Economy Demonstration Park includes three parks and two zones: Green Chemical Industry Park, rubber and plastic material Park, new building materials Park, logistics market zone and Hefei leading industry supporting zone. It is planned to build protective green space and public green space in the park, including a large area of ecological protective forest. The total area of green space is more than 300 hectares, accounting for 15% of the total land. Hefei Circular Economy Demonstration Park will eventually be built into a green and environmental protection ecological park to achieve sustainable development.

Main responsibilities

（1） On behalf of the county Party committee and the county government, they exercise unified leadership and management over the economic and social affairs within their jurisdiction.

（2） Responsible for the development planning and annual plan of the park, and responsible for the economic statistics of the park.

（3） To be responsible for the investment promotion of circular economy demonstration park, formulate and implement investment promotion policies, prepare investment promotion projects, carry out investment promotion activities, and undertake the investment promotion tasks assigned by the municipal and county governments.

（4） Responsible for the planning, design and infrastructure construction of the circular economy demonstration park, and creating the investment platform.

（5） To be responsible for land acquisition, approval and land management in the park.

（6） Be responsible for the environmental protection in the park and the environmental management of the enterprises entering the park.

（7） To guide and coordinate the safety production of all enterprises, and assist in the safety production of all enterprises in Hefei Circular Economy Demonstration Park.

（8） Responsible for providing the whole process agency service for enterprises entering the circular economy demonstration park and creating a high-quality construction and operation administrative environment.

（9） To be responsible for financing and management of infrastructure construction of circular economy demonstration park.

（10） Responsible for the demolition and resettlement of the circular economy demonstration park and the living security and management of land lost farmers.

（11） To undertake other tasks assigned by the county Party committee and the county government.

Internal organization

（1） Office

To be responsible for Party building, discipline inspection, supervision and petition work; to coordinate the internal work of the Management Committee; to be responsible for official document processing, confidential, supervision, confidentiality, security, meeting organization; to be responsible for organization and personnel management; to be responsible for the assessment of the objectives of the organization; to be responsible for logistics services; to be responsible for handling suggestions and proposals.

（2） Economic Development Bureau

To be responsible for the preparation of the overall economic plan and the annual plan, and to guide the implementation; to be responsible for the contact with the development and Reform Commission, Economic Commission, commerce, industry and commerce, taxation, statistics and other departments of the superior competent economic departments; to be responsible for organizing enterprises to participate in relevant economic and trade activities, and to guide the work of enterprises and trade associations.

（3） Construction Bureau

Responsible for the preparation and implementation of development planning, annual planning, construction and management of public facilities in the circular economy demonstration park; responsible for project quality supervision; responsible for greening in the circular economy demonstration park; responsible for the contact with construction, real estate, environmental protection and other departments, and timely handling of relevant certificates; responsible for the construction and management of various infrastructure in the circular economy demonstration park, including design Bidding, preparation of budget and final accounts, project management; responsible for the resettlement work after the house demolition in the circular economy demonstration park.

（4） Social Services Bureau

To be responsible for the life security and social relief of the land lost farmers; to be responsible for the education and training of the labor force, the employment and the management of social affairs.

All the above internal organizations are established at the sub section level.

The establishment of discipline inspection (supervision) institutions and the number of leading positions shall be in accordance with the provisions of relevant documents.

（5） Investor Service Center

To be responsible for the submission and approval of the materials related to the contracted projects to facilitate the early start of the project; to guide the enterprises to make scientific planning to achieve sustainable development; to fulfill the relevant preferential policies and support policies for the enterprises in the development park; to prepare the relevant statements and summarize the statistical information; to keep close contact with the relevant departments to create a good environment for the construction and operation of the enterprises Good environment; timely and efficient solution to the business assigned matters for investors in the process of project promotion.
