Chengdu East New Area

Located in Chengdu, Sichuan Province, the eastern New District of Chengdu has a management area of 920 square kilometers, covering the administrative areas of 15 towns (streets) under the jurisdiction of Jianyang City.

On April 28, 2020, Sichuan Provincial People's Government approved the establishment of Chengdu East New Area with CFH [2020] No. 84. Chengdu East New Area is the second provincial new area approved by Sichuan Province after Yibin Sanjiang new area. (Note: Tianfu new area has been upgraded to a national level new area) on May 6, 2020, the eastern New Area of Chengdu was officially listed to build a spatial layout of "two cities, one park, one axis and one belt".

Chengdu East New Area has a permanent population of 542000, with a GDP of 16.5 billion yuan in 2019.

Historical evolution

On April 15, 2017, the 13th Party Congress of Chengdu proposed for the first time to "move eastward" across Longquan Mountain, promoting the transformation of urban spatial pattern from "two mountains with one city" to "one mountain with two wings".

In May, July and December 2017, fan Ruiping, Secretary of Chengdu municipal Party committee, investigated the work of promoting the "eastward" strategy.

In May 2018, fan Ruiping, Secretary of Chengdu municipal Party committee, presided over the on-site promotion meeting for the implementation of the "eastward" strategy. In December of the same year, fan Ruiping once again made special research and deployment of the "eastward" strategy.

In March 2019, the office of Chengdu East New Town Development Committee (hereinafter referred to as Chengdu East New Town Office) was established as the working department of Chengdu Municipal People's government, which is at the bureau level. The office of Chengdu East New Town Development Committee is located at 304 Wanghu South Street, Sancha Town, Chengdu (temporary).

On July 19, 2019, the Fifth Plenary Session of the 13th session of Chengdu municipal Party Committee deliberated and approved the strategic plan for the spatial development of Chengdu's eastern New Town (2017-2035) and the opinions of Chengdu municipal Party committee and Chengdu Municipal People's Government on adhering to new ideas, guiding new ideas, guiding high-quality construction of a modern eastern new town facing the world and the future.

On April 26, 2020, the provincial new area and comprehensive bonded zone construction site meeting was held in Yibin. On April 30, 2020, the organization establishment committee of Chengdu Municipal Committee of the Communist Party of China issued the notice on the organization establishment matters of the Management Committee of the Party Working Committee of the eastern New District of Chengdu (cjb [2020] No. 44): relying on the office of Chengdu Eastern New District Development Committee, the organization establishment committee of Chengdu Eastern New District of the Communist Party of China and the Management Committee of Chengdu Eastern New District are set up to send an airport for the provincial Party committee and the provincial government Chengdu is entrusted with the management of the new town office in the eastern part of the city to implement "two brands and one team".

On May 6, 2020, the CPC Sichuan Provincial Committee and Sichuan Provincial People's Government awarded the license for the eastern New Area of Chengdu and announced the overall plan for the eastern New Area of Chengdu.

On May 31, 2020, the East New Area Branch of Chengdu Public Security Bureau was established.

In May 2020, the eastern New District of Chengdu set up a transfer leading group with the management committee as the main leader, three coordination working groups and 12 task transfer working groups at the same time, and established transfer joint meeting leading groups and nine joint meeting working groups with Chengdu high tech Zone, Longquanyi District and Jianyang City respectively. More than 200 coordination meetings were held in a month, and more than 3000 items of 168 categories were completed.

In May 2020, Chengdu high tech Zone and the eastern New Area will jointly build a future science and technology city of 60.4 square kilometers.

On June 10, 2020, fan Ruiping, Secretary of Chengdu municipal Party committee, spent one day in Chengdu's eastern new area to conduct field research, study and deploy key work.

On September 25, 2020, Chengdu Eastern New Area issued the first batch of business licenses.

The management area of the eastern New District of Chengdu is 920 square kilometers, including 729 square kilometers of planning area and 191 square kilometers of Jianyang area of Tianfu new district.

The management scope of the eastern new area consists of two parts. One part includes all the administrative regions of 13 towns (streets) under the jurisdiction of Jianyang City, including Hailuo Town, Lujia Town, dongjiageng Town, Zhuangxi Town, Yucheng street, caochi street, shibandeng street, Futian street, Yangma street, Shipan street, and all the administrative regions of Gaoming Town, Sancha street and Jiajia street It is divided into administrative regions, covering an area of 729 square kilometers.

The other part includes 191 square kilometers of Jianyang area in Tianfu New Area (including Danjing street and Sancha Street within the scope of airport new town, and wumiao town and Gaoming town and Jiajia street under the management of Jianyang City), and entrusts Chengdu Eastern New Area to centralized and unified management.

The Party Working Committee and Management Committee of Chengdu Eastern New Area exercise party affairs, economic, administrative and social affairs management in the trusteeship area. The people's Congress, the Chinese people's Political Consultative Conference and the military are still under the jurisdiction of Jianyang City.

Construction stage

The first stage

Planning in the city master plan, size up the situation, put forward the "East" development strategy.

Dating back to the 13th Party Congress of Chengdu in April 2017, in the new round of Chengdu master plan revision, in order to promote the city's higher quality, more efficient, more fair and more sustainable development, the master plan puts forward the development strategy of "moving east" from the perspective of promoting the development of Chengdu and Chongqing, optimizing the urban spatial structure and reshaping the industrial economic geography And carried out two special reports on water resources and environmental protection, as well as a number of special studies on reshaping urban spatial structure, carrying capacity of resources and environment, ventilation corridor, etc., systematically analyzed the guarantee and support capacity of water resources, land resources, ventilation environment, ecological background, etc. During this period, nearly 10 expert consultation meetings were held to demonstrate the necessity and feasibility of Chengdu's "Eastward Expansion". The second stage

We will carry out a comprehensive study of the planning strategy and build an overall framework for the "eastward" region.

In April 2017, the 13th Party Congress of Chengdu officially put forward the "eastward" strategy. By the end of 2017, in order to implement the "eastward" strategy, Chengdu invited well-known planning, construction, landscape design institutes and other professional forces to carry out the "study on the overall strategy for the implementation of" eastward "in Chengdu" and the "overall plan for the implementation of" eastward "strategy in Chengdu (2017-2035)" from the strategic level In addition, more than 10 special studies on urban landscape, color, skyline, water resources, communication and energy were carried out simultaneously.

One of the highlights of this stage is to determine the four strategic positioning of the "eastward" region, namely, the International Airport gateway hub open to the West and south, the emerging polar core of the mutual development between Chengdu and Chongqing, the new industrial city leading the new economic development, and the eastern home highlighting the Tianfu culture, and creatively put forward the spatial layout mode of "eastward" regional landscape park and the development pattern of embracing the river, and It also includes the spatial structure of cluster, the framework of east-west axis, and the urban landscape. So far, the overall framework of the "eastward" region has been built and taken shape. Focus on the implementation of strategic research results into urban space, implement exploration planning, and comprehensively deepen.

From the end of 2017 to February 2018, focusing on the "four cities and one park" of airport new town, Jianzhou new town, huaizhou new town, Jianyang urban area and Longquanshan Urban Forest Park, the four level system planning was carried out from the aspects of strategic planning, detailed zoning planning, urban design and regulatory detailed planning. At the same time, the special planning of road traffic, comprehensive pipelines, energy development, communication facilities, comprehensive disaster prevention, geological disasters, underground space, etc. involved in the new area were coordinated, and the allocation of land use, population distribution, public facilities, urban infrastructure, etc. in the new area were arranged in detail.

Through the exploration planning, the positioning, objectives and group layout requirements determined by the strategic research are placed in the urban space, and the characteristics of the four cities are highlighted. The industrial, public service, transportation, municipal and other facilities are planned. After this round of planning, the eastern New Area of Chengdu has constructed a systematic planning system with strategic planning as the outline, zoning planning as the overall plan, various special plans as the guidance, and regulatory detailed planning as the direct basis for urban planning management.

The fourth stage

Implement the latest requirements, make overall plans for improvement, focus on the long term and face the future.

In February 2018, general secretary Xi Jinping proposed the important requirements of Chengdu to build a park city when inspecting Sichuan and Chengdu.
