Changchun automobile economic and Technological Development Zone Changchun automobile economic and Technological Development Zone (hereinafter referred to as the zone) is a national economic and technological development zone approved by the State Council. It mainly undertakes the three tasks of accelerating the construction of Changchun International Automobile City, building a new western city of Changchun and undertaking the stripping of social functions by FAW. The administrative jurisdiction area of Qikai district is 110 square kilometers, with jurisdiction over four sub district offices. The built-up area is 23 square kilometers. The total population is 223000. There are more than 3160 enterprises in the region. Since the establishment of the zone, it has been awarded the titles of national auto parts export base, national automotive electronics industry base, national new industrialization industry demonstration base, etc. It is the first development zone in Northeast China to start the construction of national eco industrial demonstration park. In November 2012, it also obtained IS09001 international quality management system and IS014001 international environmental management system certification review, and obtained the quality management system and environmental management system certification certificate issued by China Fangyuan Certification Group.

Industrial advantages

Auto development zone is the core area of automobile industry in Changchun. The wholly-owned and holding vehicle manufacturing enterprises of FAW Group, such as FAW Hongqi, FAW Jiefang, FAW Volkswagen and FAW Fengyue, are located in the zone. The region has formed a "medium, heavy, sedan" three series of more than one model of the product pattern, forming an annual production capacity of 1.2 million cars, 200000 trucks. The base of auto parts manufacturing in the development zone is very strong. There are more than 300 auto parts enterprises in the zone. There are a number of influential auto parts enterprises in China, such as FAW Fuwei, Jack sell air conditioner, FAW Foundry, FAW forging, FAW mold center, etc., forming a supporting system of a certain scale and a cluster of parts manufacturing enterprises with certain competitive advantages in China. FAW technology center, the Ninth Design Institute of China Machinery Industry and automobile College of Jilin University constitute the most concentrated area of domestic automobile R & D and education institutions. There are the largest auto parts trading center in China, the largest auto and second-hand car trading market in Northeast China, which constitute a perfect auto aftermarket service area

Through the establishment of Auto Development Zone, play the role of carrier platform, integrate the city's auto industry resources, attract domestic and foreign auto parts enterprises, expand the industrial agglomeration effect, further improve the comprehensive strength of the industrial base, and lay the foundation for the construction of International Auto City.

The second is to build a new urban area in the west of Changchun

The zone focuses on introducing large-scale investment, strong driving force, good efficiency, ecological and environmental protection projects to accelerate industrial agglomeration. In 2012, 86 key industrial projects were introduced, including 66 Projects with more than 100 million yuan, 9 projects with more than 500 million yuan and 5 projects with more than 1 billion yuan. The total planned investment is 36 billion yuan, and the output value is expected to be 42 billion yuan. The whole year's investment promotion work shows the characteristics of large investment scale, high rate of project funds in place and strong project agglomeration effect. A number of key projects have been settled: Zhejiang Asia Pacific brake system, Changzhou Xinquan automobile interior, Japan Guhe harness, American Dadong hollow stabilizer bar, Germany manhumel filter and other projects have been officially signed.

Infrastructure construction

The project of Xi'an new primary transformer, secondary transformer of shaft gear center and external power supply network project were started up in the steam development zone. Fengyue No.1 substation, No.6 substation and external power supply network project, 220kV line changing project, water supply trunk line and other supporting projects are 74. Fengyue and Xihu secondary substations and external power supply network projects have been completed and put into operation. Ensure the power supply of FAW EA888 engine, mq200, Toyota, etc. 7.9 km of cables are laid. The formal water supply work of Fengyue and Toyota textile projects was completed, and 3.6km water supply pipelines were laid. Lay 5.6 km of heating pipeline. The construction of the first heat source plant outside the expressway has been completed, the pipelines have been laid, and the indirect heating has been completed. 1830 meters of road reconstruction was completed.

Management organization

The Party Working Committee and Management Committee of the development zone are the management organizations dispatched by the CPC Changchun Municipal Committee and Changchun municipal government to take charge of the daily work of the development zone. On November 15, 2013, the division of Changchun automobile economic and Technological Development Zone was formally established in Shaoguo Industrial Park of Nong'an county a few days ago. The establishment of the division is an important measure for Changchun to continuously optimize the regional industrial layout and promote the complementary advantages of resources.

Nong'an is one of the county economic plates in Changchun City. It is a brother city connected with Qikai District in industry and business. Both sides have good cooperation foundation and broad prospects. It is understood that based on the location and resource advantages of Shaoguo Industrial Park, Nong'an county Party committee and county government have strengthened the infrastructure construction of the park. Now "eight links and one leveling" have been realized. There are 95 enterprises in the park, with a total investment of nearly 10 billion yuan, including 68 automobile and bus supporting enterprises, accounting for 70% of the total number of enterprises in the park.

In order to further implement the national Changjitu strategy, promote the economic and social development of Jilin Province, and accelerate the regional cooperation in Northeast Asia, Changchun municipal Party committee and municipal government continue to strengthen the regional integration and industrial structure adjustment, actively promote the establishment of Changchun automobile economic and Technological Development Zone, and transfer all automobile supporting industries in Changchun area to the zone.

Development goals

The overall goal is to lay a foundation in an all-round way in two years, quadruple the total amount in five years, and become internationally competitive in ten years.

The specific economic development goals are as follows:

2006-2007 is the initial stage of development. GDP has reached 13 billion yuan, with an average annual growth rate of more than 38%. Complete the main framework of the infrastructure of the start-up area, improve the comprehensive supporting capacity, and further expand the scale of the automobile industry.

2008-2010 is a period of rapid development. The GDP has reached 30 billion yuan, and the output value of automobile industry has reached 100 billion yuan, with an average annual growth rate of more than 35%. Complete the development and construction of the start-up area, and form a strong industrial cluster integrating R & D, manufacturing, logistics, trade and service.

2010-2020 is the stage of all-round development. We will complete the development and construction of 118 square kilometers, form an automobile industry support system, and build an automobile industry base with international influence.

With the approval of the State Council, the zone was officially promoted to a National Development Zone on January 7, 2011
