Miluo Miluo, referred to as Luocheng, belongs to Yueyang City, Hunan Province. It is located in the northeast of Hunan Province, close to the East Bank of Dongting Lake and the lower reaches of Miluo River. Miluo City borders Changsha County and Wangcheng District in the East and Southeast, Xiangyin County and Yuanjiang City in the west, Yueyang County in the north, and Pingjiang County in the northeast. Because of the confluence of Miluo River and Luoshui River, its downstream is named Miluo River. Because of its famous city, it is a famous dragon boat city in China. The total area is 1562 square kilometers.
Miluo City traffic developed, Beijing Guangzhou railway, Beijing Guangzhou high-speed railway, 107 National Road, Beijing Zhuhai high-speed through the city. Miluo River is the place where Qu Yuan, a writer of the Warring States period, sank himself. There are some historic buildings commemorating Qu Yuan, such as Qu Zi temple and Qu Yuan tomb.
Miluo has a solid agricultural foundation. Miluo is the base county (city) of China's commodity grain. The renewable resources distribution market has been approved by the State Council as a national pilot of circular economy. It has been named as the national advanced county of basic education, the national advanced county of sports and the national advanced city of health. In 2012, Miluo was selected as one of the top ten counties (cities) in Hunan Province. History of construction
According to research, at the latest in the Neolithic Age 9000 years ago, the ancestors lived and multiplied along the Miluo River, belonging to the category of Daxi Longshan culture.
In the spring and Autumn period, King Wen of Chu established the state of Luozi.
In the seventh year of Chuang Wang (690bc) of the Eastern Zhou Dynasty, King Wu of Chu destroyed Luozi and moved his adherents from Yicheng (now Yicheng, Hubei Province) to Zhijiang near Danyang (now Zigui, Hubei Province). The following year, King Wen of Chu moved his capital to Ying (now northwest of Jiangling, Hubei Province). Because Zhijiang was near Yingdu, "sleeping on the side of his bed, no one could sleep." later, he moved the adherents of Luozi to Xiangjiang River Basin and built the city in the south of the tail of Miluo River It is located in the south of Xiangyin County, Miluo City, Pingjiang County, Yueyang County and the east of Yuanjiang City.
In the 26th year of Emperor Qin Shihuang (221 BC), Luo County was set up as the immigrant territory of Luo Zi state, and Luo city was set up as the governing body, which was subordinate to Changsha County.
In the 5th year of emperor Gaozu (202 BC) of the Western Han Dynasty, Wu Peng, king of Hengshan, was transferred to Changsha as the king of Changsha. Changsha County was changed into Changsha state and Luo County was subordinate to it.
In the 7th year of Jianwu in the Eastern Han Dynasty (A.D. 31), Changsha County was restored and attached to Jingzhou, while Luo County was still attached to Changsha County. In the Xiping period of the Eastern Han Dynasty (172-178), Luoxian county was set up in the east of Hanchang county (Pingjiang county). In December of the 13th year of Jian'an (208 A.D.), Liu Bei was descended by mu in Jingzhou, and Luo County was followed by Li. In May of the 20th year of Jian'an (215), Liu Bei and Sun Quan negotiated peace. They divided the Xiangjiang River into Jingzhou and ruled Luoxian County under the state of Wu until the end of the Three Kingdoms.

In 474, Xiangyin County was set up along the river and lake in Luoxian, Yiyang and Xiangxi counties.

Wuchang and Xiangbin counties were merged into Luo County. Xiangyin County was merged into Yueyang County. Kaihuang 11 years (AD 591), changed Yueyang county to Xiangyin County, removed Yushan County into Xiangyin County (now Changle Town Changle Street). The territory is divided into LILUO county and Xiangyin County. The next year, Yuzhou was replaced by Yuezhou, and Luoxian county and Xiangyin County were subordinate to Yuezhou.
In the third year of Daye (607), Yuezhou was changed to Luozhou, and later to baling county (which is located in today's Yueyang City). Luo County and Xiangyin County were successively subordinate to Luozhou and baling county.

In November of 621, the fourth year of Wude in Tang Dynasty, Li Jing, the general manager of the marching army, set up Bazhou after attacking and subduing Xiao MI. Two years later, Bazhou was changed into Yuezhou, and Luo and Xiangyin counties were successively attached to Li.

From this time through the Five Dynasties, song, yuan, Qing and the Republic of China period, to February 1966, lasting 1341 years, Miluo was subordinate to Xiangyin County.
In February 1966, according to the notice of the State Council and the provincial people's Committee, Miluo county was set up in the east of Xiangyin County, and the county was built in Gaoquan mountain. Miluo county is subordinate to Yueyang district.
In 1968, it was transferred to Yueyang area.
In January 1986, the land was withdrawn to build Yueyang City and Miluo County Suili.
In September 1987, with the approval of the State Council, Miluo county was abolished and Miluo City at the county level was established, still under the jurisdiction of Yueyang City.

In August 1949, there were 17 townships and 3 towns in Miluo. In September 1950, the establishment of township was completed, and six districts, 84 townships and two towns were set up. Since then, the scale of districts and townships has often changed. In May 1956, it was merged into 31 townships. In 1958, the people's commune was established, with 16 communes, 120 production teams and 1126 production teams. At the end of 1961, it was adjusted to 33 communes. In February 1966, Miluo county was set up, and 33 communes were adjusted to 25 and one county town. In 1984, the commune was withdrawn and the township was restored, and the production brigade and production team were changed into village and villager groups. After that, some townships were withdrawn to build towns.
At the beginning of 1996, Miluo City covers an area of 1562 square kilometers and has a population of 626700. It governs 12 towns and 17 townships: Chengguan Town, Dajing Town, chuanshanping Town, Changle Town, gupei Town, Baishui Town, Guluo Town, taolinsi Town, Gaojiafang Town, Huangbai town, Bishi Town, Xinshi Town, Bajing Township, Sanjiang Township, Tianjing Township, Huotian Township, GuLun Township, Baitang Township, Yuchi Township, Honghua Township, Huangshi Township and Shaxi township Township, fanjiayuan Township, Chengjiao Township, Tongpen Township, Zhifeng Township, chutang Township, Xintang Township, Leishi township. In 1996, Tongpen township was abolished and Lijia town was established. In 2000, Sanjiang Township and fanjiayuan Township were removed from the township and built into a town. In 2001, Shaxi Township and chutang Township were removed to build towns.

On December 3, 2015, the office of Hunan Provincial Department of Civil Affairs issued the reply of Hunan Provincial Department of Civil Affairs on Approving the adjustment plan of township division in Miluo City (xmxf [2015] No. 118), which approved the establishment of Baitang town and Leishi Town, Sanjiang Town, Zhifeng town and Bajing town;
Dajing town and GuLun town were merged to set up Dajing town; Honghua Town, Huangshi town and Tianjing town were merged to set up Luojiang town; taolinsi Town, Huotian town and Xintang Town were merged to set up taolinsi town; Chengguan town and Chengjiao town were merged to set up Guiyi town; Huangbai town and Shaxi Town were merged to set up shendingshan town;
Heshi town and Huangjin town were merged to establish Heshi town; Fenghuang town and Qinqi town were merged to establish Fenghuang town; Quzici town and fanjiayuan town were agreed to be merged to establish Quzici Town, and Xinhu and Xinfan villages managed by fanjiayuan tea farm were assigned to Quzici town. The four villages of Qianjin, Huazhong, Dahua and the whole people under the management of the original seed farm were put under the jurisdiction of Baishui town. After the adjustment of administrative divisions, Baishui town has jurisdiction over one community neighborhood committee and 24 villages, with a total area of 81 square kilometers and a total population of 40200. The town people's government is stationed in Baishui (the former Baishui Town People's Government).
