Listening to his words and observing his actions means listening to his words and seeing his actions. It means not only listening to words, but also to actual actions.
The source of the Analects of Confucius gongyechang: "today I am in the people, listen to their words and watch their actions."

During the spring and Autumn period, when Confucius led his disciples to travel around the world and fled from the state of Chen to the state of CAI, they were not valued by Cai Jun either. He often sighed that he had eaten all day and had no intention. One day, he found that his disciple Zai Yu was still sleeping at noon. He was so angry that he said that Zai Yu was rotten wood and could not be carved. His disciples rushed to comfort him. Confucius said that he would listen to what he said and watch what he did.
