The idiom comes from Xia Xie's Guanli Yide, a chronicle of China and the west, in Qing Dynasty: "after all, those who are noble will be powerful, and those who are rich will be bribed to be free. If the famous kiln mouth, the door of local officials will be sealed with petty officials, which is nothing more than the deep-rooted party members."
