It's a popular Chinese idiom. Pinyin is ch ó ur é NGU ǎ ngzu ò, which means a place with many people. It comes from the biography of Guanfu in Hanshu.
The origin of the idiom is from the book of Han Guanfu biography by Ban Gu of the Eastern Han Dynasty: "a large number of people recommend and favor the lower generation, and so are many scholars."
