Poor talent and poor quality
Chinese idiom, Pinyin is C á IB ó zh ì Shu ā I, which means weak talent. Sometimes it is used as a modest word. From shangzeng Shilang book.

In the book shangzeng Shilang written by Wu Minshu in the Qing Dynasty, it is said that "Minshu is very poor in talent and quality, and dare not attach Qingyun."
