Li Wanqing, male, was born in January 1943 in Ningxiang, Hunan Province. He graduated from the Chinese Department of Hunan Normal University (now Hunan Normal University) in August 1967. He has successively served as director of Publicity Department of Tongdao Dong Autonomous County Party committee, deputy director of Party History Office of Huaihua prefectural Party committee, director of Party History Committee of Hunan provincial Party committee and researcher. He is a member of Hunan Branch of China Writers Association, member of Hunan party history society, member of Hunan Mao Zedong Thought Research Association and member of China National Committee Member of Mao Zedong Poetry Research Association.

In May 1997, he published a theoretical monograph "Research on Liu Shaoqi's united front thought". He once edited the Red Army's long march in Huaihua, we came to the Bank of the Yuan River, in the days of suppressing bandits in Western Hunan, capturing demons in the mountains, chronology of Huaihua party history, knowledge of Huaihua party history, and the beginning of new Hunan.
