He was born in Weifang, Shandong Province in 1936. He joined the Communist Party of China in 1972. Graduated from Dalian Maritime College in 1962.

He has successively served as a technician of Shanghai Naval Research Institute, head of the mobility Department of Zhangjiawa project headquarters, deputy manager and manager of Shanghai Jingxiang company. In 1983, he was the deputy manager of Zhangjiawa mining company. In 1987, he served as deputy director of Shandong Gold Industry Bureau. In February 1989, he served as director and Secretary of the Party group of Shandong Gold Industry Bureau.
