Chang Yu is from Jingjiang, Jiangsu Province. He joined the New Fourth Army in 1942. He joined the Communist Party of China for the first time. He once served as the company instructor and battalion Deputy instructor of the central Jiangsu military region, and the head of the organization unit of Wuxi corps of the southern Jiangsu military region. He took part in the campaigns of crossing the Huaihai River and crossing the Yangtze River. After the founding of the people's Republic of China, he successively served as assistant member of Shanghai air defense command, section chief of air force organization department, political commissar of Air Force Regiment, director of division political department, director of division political commissar and military political department, deputy director of Air Force Political Department of Military Region, and deputy political commissar of air force of Lanzhou Military Region. He was awarded the rank of lieutenant general in the air force in 1988. He was awarded the third class Medal of liberation.
