Li Zhi is a native of Huang'an, Hubei Province. He joined the Communist Party of China in 1938. He once served as section chief of Jinxi District CPC Committee, Secretary of Linxian County CPC Committee and Secretary General of suimeng District CPC Committee.

After the founding of the people's Republic of China, he successively served as Secretary General of Suiyuan provincial Party committee, Secretary of Baotou municipal Party committee, mayor of Baotou City, director of Inner Mongolia Economic Commission and vice chairman of the people's Committee of the autonomous region.
