Li Zhangwu (1961 -), born in Binhai County, Jiangsu Province, has a college degree. Graduated from Hefei Artillery College, majoring in computer.

Li Zhangwu joined the Communist Party of China in October 1986. From July 1981 to March 1993, he successively served as technician, deputy section chief, section chief, deputy factory director, factory director and Secretary of Binhai paper mill. From April 1993 to March 1997, he was the chairman, general manager and party secretary of Jiangsu Shuangdeng group. From August 2001 to July 2002, he was a member of the Standing Committee of Binhai County Party committee. From August 2001 to December 2002, he served as vice chairman of Binhai County CPPCC. From January 2003 to November 2007, he served as vice chairman of Sheyang CPPCC and chairman of Jiangsu Shuangdeng group.
