In March 1932, the Federation of workers and staff of Fujian Province was established here, with departments of organization, propaganda, transportation and women. It has 17 county and city workers' federations, including Changting, Longyan, Qingliu, Ninghua, Guihua, Shanghang, Xinquan, Liancheng and Tingzhou, as well as a number of trade unions in paper industry, wooden boat industry, shop assistant industry, handicraft industry, farm labourer, wharf (coolie) and weaving industry, with more than 11200 members.

In 1933, Liu Shaoqi, chairman of the all China Federation of trade unions, and Chen Yun, vice chairman of the all China Federation of trade unions, lived here for a long time (Liu Shaoqi lived in the back Pavilion), guiding and carrying out the work of the provincial trade unions and the trade unions in Tingzhou city. Under the direct leadership of Liu Shaoqi, the workers' movement in Tingzhou city set off a more vigorous climax, aroused the enthusiasm of workers, organized commandos to carry out production competitions, strengthened labor discipline, and improved workers' lives. After the main force of the Central Committee was forced to go north for the Long March, the Provincial Federation of trade unions was unable to work normally, and many backbone workers of the labor movement joined the Tingrui guerrillas or went underground to fight. During the arduous three-year guerrilla war, a large number of Communists and Soviet cadres were covered and transferred by the workers' branch in Tingzhou city. Under the leadership of the party, the trade union movement in Fujian Soviet Area never stopped, and the struggle continued until the founding of new China.

The former site of Fujian Federation of trade unions was announced as the first batch of provincial cultural relics protection units in 1961 and listed as the national key cultural relics protection units in 1988.
