Dongying Swan Lake, also known as Guangnan reservoir area, is located in the coastal area on the South Bank of Guangli River in the east of Dongying District, Dongying City, 15 km and 40 km away from Dongcheng and Xicheng, respectively. It was invested by Shengli Oilfield in October 1982 and put into operation in March 1986.

Swan Lake in Dongying is the largest coastal plain reservoir in China. On the west side of the reservoir, there is a plank road leading to the sun island in the center of the lake. The sun island is divided into four parts, connected by a T-shaped plank road. The first part is located on the south side of the East-West plank road into the island, with the main scenery of pagoda mountain and the great wall; the second part is the central island at the east end of the East-West plank road, which is the largest main scenic area in the sun island; the third part is the South China Sea Scenic Area connected by the plank road from the central island to the south, with the main scenery of "Tianya" and "Haijiao"; the fourth part is the Beihai scenic area connected by the plank road from the central island to the north, with the main scenery of "Tianya" Beihai white tower, Holland windmill, ostrich garden, etc.

As the main part of the Yellow River Delta ecological environment protection zone, Swan Lake is rich in fishery resources and bird resources. There are many kinds of birds here, especially the swan, which is the second class national protected animal.

Shengli Swan Lake scenic spot is famous for its "big water surface, big space" and "seven islands, six sceneries, five specialties, two fresh and two unique". Reconstruction of Swan Lake

In 2013, Shandong Academy of water resources conducted safety appraisal on Guangnan reservoir and was rated as a dangerous reservoir. Relying on the Yellow River East Water Diversion Project, Dongying Water Bureau has upgraded Guangnan reservoir to a high standard, and built a new dam, wave wall and impervious wall. The upstream slope protection is designed from bottom to top as sand cushion, geotextile, gravel layer, precast concrete slab and fence slab, with an average thickness of 0.56m; the height of wave wall is 0.8m, the maximum water level of the reservoir is increased from 5.0m to 5.70m, the profit making storage capacity is increased by 23.38 million m3, and the total storage capacity is 135.28 million m3.

Dongying City has also partially reconstructed the reservoir grit chamber which has been abandoned for many years, and built a new 12 hectare Lake Island. Before the acceptance of the second phase of the Yellow River to East Water Diversion Project, the storage capacity of Guangnan reservoir reached 100 million cubic meters, which effectively solved the idle problem, gave full play to the strategic water source reserve and guarantee function, improved the ecological environment of the surrounding areas of the city, and effectively repaired the wetland system. In order to solve the water supply crisis in Qingdao, Yantai, Weifang and Weihai as a whole, guarantee the water supply security in Jiaodong area, promote the local economic and social development, and maintain social stability, the provincial Party committee and government of Shandong Province decided to implement the Yellow River to East Water Transfer Project of Swan Lake, a major emergency and public welfare large-scale cross regional water transfer project. The project consists of two parts: the emergency project of Yellow River to East Water Diversion and the second phase project of Yellow River to east water diversion. The Yellow River water was extracted from Caodian and Mawan Yellow River Diversion pumping stations. The original Caodian and Mawan main canals were transformed and used to convey water to Swan Lake (Guangnan reservoir). After sedimentation, water storage and storage, the water was transported to Qingdao area through 116.41 km new underground double pipelines, and then regulated and stored by the second plain reservoir in Weibei. The connection between Songzhuang sluice and Yellow River Diversion to Qingdao was realized.
