National Water Conservancy Scenic Area refers to the water resources (water body) or water conservancy projects as the basis, according to the water resources (water body) and the related shore, island, forest, grass, architecture and other natural landscape and human landscape that can produce attraction to people, the ornamental, cultural, scientific value and water resources ecological environment protection quality and scenic area utilization, management conditions classification, approved by the Ministry of water resources The areas that can carry out sightseeing, entertainment, leisure, vacation or scientific, cultural and educational activities, as determined by the water conservancy scenic spot evaluation committee and announced by the Ministry of water resources. There are reservoir type, wetland type, natural river lake type, urban river lake type, irrigation area type, soil and water conservation type and so on. As of September 16, 2014, there are 658 National Water Conservancy Scenic Spots in China.

Evaluation content

The evaluation of Water Conservancy Scenic spots should include four parts: landscape resources evaluation, environmental protection quality evaluation, development and utilization condition evaluation and management evaluation.

The evaluation of landscape resources should include the evaluation of hydrological landscape, geographical landscape, astronomical landscape, biological landscape, engineering landscape, cultural landscape and their combination.

The evaluation of environmental protection quality should include the evaluation of water environment quality, soil and water conservation quality and ecological environment quality.

The evaluation of development and utilization conditions should include the evaluation of location conditions, traffic conditions, infrastructure, service facilities, amusement facilities and environmental capacity of Water Conservancy Scenic spots.

Management evaluation should include the evaluation of scenic area planning, management system, resource management, safety management, health management and service management.

classification

Water conservancy landscape can be divided into six types: reservoir type, wetland type, natural river lake type, urban river lake type, irrigation area type and soil and water conservation type. Different types of scenic spots have different conditions and conditions. In the planning and construction, we should adjust measures to local conditions, pay attention to highlight the characteristics and form characteristics.

(1) Reservoir type. The water engineering building is magnificent, with great discharge, high technology content, rich human landscape and strong ornamental. The construction of scenic spots can be combined with engineering construction and transformation, greening and beautifying engineering facilities, and improving infrastructure conditions such as transportation, communication, water supply, power supply and gas supply. The construction of the core scenic area should focus on strengthening the water and soil conservation and ecological restoration of the scenic area. At the same time, combined with the management of water conservancy projects, the publicity and display of water science and technology and water culture should be highlighted.

(2) Wetland type. The construction of Wetland Water Conservancy Scenic Spot should focus on the protection of water ecological environment, the comprehensive treatment of water source and water environment, the increase of water flow extension line, and the enrichment of species and the enhancement of biodiversity by means of ecological technology.

(3) Natural river lake type. The construction of natural river lake type water conservancy scenic spot should be cautious, and the natural characteristics of rivers and lakes should be maintained as far as possible. Under the premise of effective protection, the necessary traffic and communication facilities can be configured to improve the accessibility of the scenic spot.

(4) Urban river lake type. In addition to the functions of flood control, waterlogging control and water supply, people pay more and more attention to the functions of water landscape, water culture and water ecology. The construction of urban river and lake landscape should be incorporated into the unified planning of urban construction and development, and comprehensive management should be carried out. River and lake dredging, ecological revetment, reinforcement and beautification of dykes, and hydrophilicity should be enhanced, so as to make urban river and Lake become a leisure, sightseeing and entertainment area with clear water, green shore, beautiful environment, beautiful scenery, distinctive cultural characteristics, and pleasant scenery.

(5) Irrigation area type. The irrigation area is a typical complex of engineering, nature, canal network, countryside, water culture and so on. The scenic spot can be constructed in combination with ecological agriculture, sightseeing agriculture, modern agriculture and service agriculture, supplemented by necessary infrastructure and service facilities.

(6) Soil and water conservation type. It can be carried out within the scope of prevention and protection, key supervision and key control in the national key prevention and control area of soil and water loss, and can also be carried out in combination with the large demonstration area of soil and water conservation and the science and technology demonstration park.
