According to historical records, it was designed and constructed under the contract of brosad Maupin company in France, and was built with the loan of French economic development association. During the occupation of Changchun, it was the only building that used western technology and investment. It was built in 1934. The following year, the Foreign Ministry of Manchukuo moved here. In 1937, the puppet Manchukuo regime changed the puppet foreign ministry into the Foreign Affairs Bureau and moved out of this building. In 1942, the Foreign Affairs Bureau of Manchukuo changed into the Ministry of foreign affairs and moved back to this building until Japan surrendered in August 1945. After the liberation of Changchun, the building of the Puppet Manchurian Ministry of foreign affairs returned to the people and was used by the Party School of Jilin provincial Party committee, the Northeast Institute of literature and history, Jilin Military Region and other units. In September 1979, it was transferred to the Provincial Academy of social sciences as a library. On April 18, 1984, the Provincial Academy of Social Sciences moved out of this building, and has been idle ever since.
