At the intersection of Renmin South Road and Huancheng West Road in Qingpu District, there is an octagonal pavilion with a stele inside. It is a memorial Pavilion for those who died in the battle of Huaiyin.

The East passage of the memorial Pavilion is the South Gate of Huaiyin City, also known as "Yingxun gate". In August 1945, the third division of the new fourth army launched a fierce battle with the stubborn enemy in Nanmen in order to eliminate the puppet 28th division in Huaiyin City and expand the victory of Anti Japanese war. Soldier Xu Jiabiao climbed up the edge of the city from the cloud ladder, and his hands were cut off by the enemy. In order to clear away the threat to his comrades in arms and win the battle, he used his rare perseverance and indomitable will to move his body with his arms, and blocked the enemy's bullet hole with his flesh and blood. After the end of the battle, the Party committee of the third division recognized Xu Jiabiao as the "battle hero of Huaiyin", and changed the name of the gate for which the hero died to "Jiabiao gate".

In 1985, the people's Government of Huaiyin City built this memorial Pavilion in the place where the heroes fought and died bravely. Xun Delin wrote an article in the pavilion and put it in stone.
