Tuhai River landscape engineering project is located in the central area of the city, which is an important water form of "Jiangbei water city". It starts from the South Outer Ring Road in the South and ends at 500 meters north of the expressway in the north, with a total length of about 17 kilometers. It is divided into North and South sections bounded by Hunan Road in the middle. Building canal culture corridor along Tuhai River

According to the regulatory detailed planning on both sides of Tuhai River in Liaocheng, Tuhai River scenic area will be built into a comprehensive Water Conservancy Scenic Area with three trumps of ecology, water charm and culture.

The planning structure of Tuhai River area is "three lines, four sections, four districts, ten sceneries and fifteen gardens". Among them, "three lines" refers to the three urban landscape lines of waterline, shoreline and urban skyline formed by the Tuhai River as the main axis; "four sections" refers to the four hydrophilic activity theme areas along the Tuhai River; "four areas" refer to the forest planting industry area, urban life and trade area, eco-tourism resort area and central business development area; "ten sceneries" are developed along the Tuhai River from the perspective of landscape theme Ten major landscape theme areas have been set up. At the same time, seven customs areas will be planned and constructed in the area, mainly to introduce and reflect the history of different canals, and the city features will be mainly based on the national features of the canals, reflecting the goal of canal cultural characteristics of various countries, so as to create a canal cultural corridor along the Tuhai River.

In view of the relatively weak status of tourism supporting services in Liaocheng, Liaocheng will build a tourism service center in sihetou area of Tuhai River area, with medium and high-end catering, accommodation and commerce as the main parts. At the same time, combined with certain business office functions, Liaocheng will be built as the center of urban tourism and the core of urban residents' leisure and entertainment.
