Qingshuiwan is located in the east coast of Lingshui County, across Yingzhou and Xincun towns. It has a narrow and long coastline of about 12 kilometers. It is a coastal tourist attraction in Chiling scenic spot of "one city and two districts" in the master plan of Lingshui seaside scenic spot approved by Hainan Provincial Government in March 1993. It is also a key tourist development scenic spot in the master plan of land use in Lingshui County. The scenic spot is adjacent to Hainan in the East Nanwan Monkey Island and Xincun port, one of the top ten scenic spots, are also big yacht club and outdoor club.

It is the world's top natural beach. Because the sand is very delicate, walking on the beach, it gives out a clear "singing sound", which is known as the "singing Beach". According to a foreign expert, only three places in the world have such beaches: Hawaii in the United States, gold coast in Australia, and clear water bay in Hainan, China.

It is located in the southeast of Lingshui Li Autonomous County, 4.8 km away from the Yingzhou exit of the eastern expressway. It has a strip of water with tofu Bay, Haitang Bay and Yalong Bay in Sanya to the south, and Monkey Island in Nanwan to the north. It spans Xincun and Yingzhou towns, with a coastline of 12 kilometers.

The beauty of clear water bay is gradually amazing to the world, but the happy horse enclosure in the Bay has a long history. In the early 1990s, as a tourist attraction, Qingshuiwan sold 12000 mu of land to dozens of enterprises. There is almost no farmland in the scenic area, all of which are idle land, and there are few villages nearby, so the development is relatively simple. However, many enterprises leave after they have paid the deposit and enclosure, and the development has become an armchair talk.

After that, the land in clear water bay was disposed of and recovered by the government free of charge.

In 2000, when Lingshui revised the general land use planning, all the construction land in Qingshuiwan was revised as agricultural land. At that time, Lingshui carried out the adjustment of agricultural industrial structure and vigorously developed the marine industry. For a time, the high pond shrimp flocked.

In 2005, Lingshui readjusted the master plan for land use and the master plan for coastal scenic spots, and revised Qingshuiwan as a tourist attraction.

At this time, along the long coastline of clear water bay, shrimp ponds are scattered everywhere, with pumps, pumping wells and drainage pipes everywhere. At that time, the Bureau of land, environment and resources of the county had a set of figures: there were 542 shrimp ponds in Qingshuiwan, with a water surface area of 3296 mu, accounting for almost two-thirds of the number of shrimp ponds in Lingshui.
