Liangshan National Stadium is located at the intersection of Jiankang South Road and Chengnan Avenue in Xichang City. It is a key planning and construction project for Liangshan Prefecture and Xichang City to improve the urban function and upgrade the urban level. The whole stadium covers an area of 220 mu with a total investment of over 90 million yuan. The construction started in October 2001 and was completed and put into use on September 26, 2002. The planned construction projects include Liangshan National Stadium, Youth Activity Center, natatorium, gymnasium, tennis court, gate court, etc.

There are 21532 seats, football field, track and field field, audio, display screen, high pole lamp, VIP Hall, press release area, media interview area and other equipment in the stadium. There are dry spray, running spring, middle pole lamp, monitoring system and the only relief sculpture reflecting Liangshan national characteristics outside the stadium. The whole stadium is designed and constructed according to the high standard of IAAF and FIFA, including various supporting facilities with high starting point, high standard, high quality and high level. The scale of stadium construction ranks second in the province, and it can undertake national large-scale sports events.

The construction of Liangshan national sports and cultural center will greatly improve the investment environment of Xichang City, enhance the radiation ability of Xichang City to the surrounding areas, and make positive contributions to show the characteristics of Xichang national culture and create a national medium-sized tourism city. The stadium is now managed by Xichang state owned Assets Management Co., Ltd. and a temporary management office is set up in the stadium.
