Chen Cisheng (1044-1119) was a native of Xianyou (now Fujian) at that time. Jinshi in 1073, the sixth year of Xining reign of emperor Shenzong of Song Dynasty (Volume 4 of Baoyou Xianxi annals). In the later period of Northern Song Dynasty, Cai Jingquan, a Xianyou man, fell into the court and became a loyal follower. However, Chen Cisheng, his fellow official of the same Dynasty for 40 years, disdained to be associated with him and impeached him again and again, becoming a sworn enemy. The upright censor hated evil like a foe all his life. Although he was repeatedly attacked and persecuted by the powerful fellow countrymen, he never gave in and retreated. His integrity cannot but be admired by later generations.
Chen Cisheng, a native of Xianyou shanhuali (now Daji town), was born in the fourth year of renzongzhuang (1044) and the sixth year of Shenzong (1073).
According to historical records, when Chen Ci was promoted to governor Cai Yushi, he visited the two lakes to inspect the people's situation. After discovering the corrupt official Qian and Zhou Changxing's misconduct, he immediately went to Shanghai and mercilessly exposed his crime of abusing his power, making salt tax laws without authorization, infringing on the common people and disturbing the discipline.
In the second year of Shaosheng (1095), Emperor zhezong of the Song Dynasty, Chen Cisheng was transferred to be the imperial censor in the palace, which was also the time when Cai Jing and his party were gaining power. However, instead of depending on him, he ignored the feelings of his fellow countrymen. The imperial court counted his numerous evil deeds, denounced his treachery and brought disaster to the country and the people. From then on, he became a thorn in the eye of the traitors and was excluded.
In 1110, Cai Jing, who was in power with the government and the opposition, was dismissed because of his many evils. Chen Cisheng was able to reappear and was appointed as the editor of song Huizong in Jixian hall. In the eighth year of Zhenghe (1118), Chen Cisheng restored the post of Baowen Pavilion and took the post of chaosan doctor as the magistrate of Zhangzhou.
In the first year of Xuanhe (1119), Emperor Huizong of Song Dynasty, Chen Cisheng, an old man, went back to his hometown. He continued to write memorials and presented six strategies to the imperial court, namely "cultivating morality, recalling the past, cultivating morality, benevolence to the people, advocating thrift and Thrift". He died of illness at the age of 76.

Zhang Dun and Cai Bian wanted to pursue and abolish the Empress Dowager xuanren after they constituted the unjust prison of empress Meng. In order to falsely accuse xuanren, they made plans with Xing Shu and Hao Sui, saying that Sima Guang, Liu Zhi, Liang Tao and Liu Dafang had colluded with Chen Yan, the Minister of Chongqing palace, to abolish the school of philosophy. Chongqing palace is the residence of empress xuanren. Chen Yan had offended and was assigned to zhuya. Zhang Dun first sent an envoy to Chenzhou to summon Zhang Shiliang, a servant in Chongqing palace, to extort a confession from Cai Jing and an dun. Then he was good at drafting an imperial edict and presented it to the Imperial Palace to discuss the abolition of xuanren as a commoner. When Chen Cisheng learned about this, he tried his best to defend empress xuanren. He said to zhezong: "empress xuanren has always protected your majesty, and has no quarrel with your majesty. Lingnan has always been the exile place of relegated officials. Zhang Dun and Cai Bian wanted to tell the story of Han and Tang Dynasties and asked to kill Yuanyou party members, so they discussed sending LV Shengqing and Dong Bi to visit Lingnan and wait for an opportunity to kill them. Just when zhe Zong intended to send LV Shengqing as the envoy of Guangnan, Chen Cisheng played in a dense way: "Your Majesty didn't want to kill and exile yuan? Why did you send LV Shengqing to Guangnan? Lu Shengqing was guilty and became an official in Yuan Dynasty. He was cruel and mean in nature. He was fond of criticizing other people's faults. If he was sent to visit the place where he was banished, he would show his ambition and do whatever he wanted. " So zhe Zong gave up the idea of sending LV Shengqing to Guangnan, so that Zhang and Bian's plot did not succeed.
During the reign of zhe Zong, CI Sheng impeached Zhang Dun many times, but they were all kept in the Imperial Palace, without any discussion or comment. Zhang Dun was erudite and good at writing. In the early days of Xining, Emperor Shenzong of Song Dynasty, Wang Anshi liked his ability very much and entrusted him with important tasks. After he ascended the throne, he was given Privy Council Affairs. When he was in charge of politics, he had the intention of restoring Xining and Yuanfeng. He was also the first minister to serve as a servant of the family. He took "zhaoshu" as the country's rule, and everything Yuanyou changed was restored. Zhe Zong also personally said to CI Sheng, "Zhang Dun's characters should not be destroyed." After CI Sheng went back, he told Wang Gong what zhe Zong had said. Wang Gong then said, "why don't you say that admonishing ministers are ears and eyes, and emperors are hearts? There is something unknown in the heart, which must be conveyed by ears and eyes. If the heart can know, what else can it do with ears and eyes?" After a few days, CI Sheng went to pilgrimage to zhe Zong again. Zhe Zong still reiterated his original intention, and CI Sheng answered with Wang Gong's words. Zhe Zong said, "what you said is quite right, but now there is no one who can replace Zhang dun." Therefore, CI Sheng failed to persuade zhe Zong in the end.
In Kyoto, a maidservant of a rich family was put in a chair because she complained about her master. Then she knelt down and cried long live. As a result, she was put into prison. Ci Sheng asked the emperor to give an order, and all officials were not allowed to wait and see. Zhe Zong asked Cai Bian, "what are you waiting for?" Cai Bian took the opportunity to say, "just wait and see your majesty." The next promotion was regarded as slandering the martyrs. Cai Bian immediately tried to commit a crime and wanted to demote the second promotion to the prison of Quanzhou liquor tax, but zhezong thought that Quanzhou was a little farther away and changed to Nan'an army.
On the eighth day of the first month of the third year of Yuanfu, zhe Zong, who lived only 25 years, died of illness. The Empress Dowager announced that Zhao Ji, the eleventh son of Shen Zong and the king of Duan, was called to the palace. Before he ascended the throne, Zhao Ji was the Emperor Huizong of Song Dynasty. After Huizong ascended the throne, he was promoted to Guangde army and then called to serve as the censor. In the following year, Huizong issued an imperial edict to change Yuan Dynasty to the first year of Jingguo in Jianzhong (1101). He offered six strategies to Huizong, which were "cultivating morality, reviewing the past, cultivating morality, benevolence to the people, advocating thrift, and economizing on use". He was promoted every time and begged the emperor to keep them, but there was no reply.
He continued to impeach Zhang Dun, Cai Bian, Zeng Bu, Cai Jing and other traitors and listed their crimes. At that time, fan Chunren, Fan Zhongyan's son, had died of illness at home. The Secretary admonished Ren Boyu to pursue Chunren's dethronion. Zhang Dun was the cause of the disaster and asked for a heavy canon to be set up urgently. He continued to recite the canon, but there was still no news from Zhang to the eighth chapter. He asked Chen Cisheng and Chen Yu to recite the canon together. So Zhang Dun was demoted to Leizhou Sima to join the army, and soon moved to muzhou, where he fell ill and died. Cai Jing was also demoted to be a Bachelor of Duanming hall and LongTuge, and later demoted to Hangzhou. Cai Bian was demoted to be a junior governor and lived in Chizhou (now Guichi, Anhui). Later, Zeng Bu, who once lived in Zaifu, was also dismissed as the grand Bachelor of Guanwen palace and went out to know Runzhou.
In August of the first year of Yasukuni in Jianzhong, Chen Cisheng sent an envoy to Khitan. During this period, Huizong believed Deng Xunwu's words and wanted to use Cai Jing as prime minister. Cai Jing also entered the capital "zhaoshu", so Huizong issued a new imperial edict, which was named "Chongning". In the first year of Chongning (1102), Chen Cisheng returned to the imperial court and served as the governor of Yingchang. He was demoted to Jixian Academy for his revenge and false accusations. Soon after, he was demoted to be the prefect of caizhou. Then he was dismissed from office for the people, moved to Jianchang, and sent to Xunzhou. In the fourth year of Chongning (1105), he was also listed as "Yuanyou Party member".
In the fourth year of Daguan (1110), Cai Jing was dismissed, Chen Cisheng returned and was appointed as the editor of Jixian hall; in the eighth year of Zhenghe (1118), the system of Baowen pavilion was restored, and the chaosan doctor was appointed as the governor of Zhangzhou; in the first year of Xuanhe (1119), he called on the old man to die in Zhenzhou private family. He died at the age of 76 and was awarded to Taizhong doctor.
