Xuefeng overseas Chinese economic development zone is located in the middle of Nan'an City, with a land area of 1.5 square kilometers. The current population is 766, of which 86% are returned from Indonesia and Vietnam. There are more than 2100 relatives from overseas, Hong Kong, Macao and Taiwan. There are more than 1000 immigrants. There are 19 industrial enterprises, of which 14 have been put into operation and 5 are under construction. There is one primary school, one kindergarten and one medical center. Xuefeng overseas Chinese Economic Development Zone, formerly known as Xuefeng overseas Chinese farm, was established in June 1997 with the approval of the provincial government, enjoying the preferential policies of the provincial Development Zone. The Management Committee of the development zone was established in March 1998, and the Party Working Committee of the development zone was established in October 2005. The development zone was rated as a civilized unit in 2001-2003 by Nan'an municipal Party committee and government, and was rated as an advanced collective in 2004 by the Provincial Overseas Chinese office.

In recent years, Xuefeng's economic and social undertakings have made remarkable progress.

Economic indicators have been greatly improved. In 2004, the total output value of industry and agriculture was 21.75 million yuan, an increase of 70.85%, the industrial and commercial tax was 1.208 million yuan, an increase of 197.5%, and the per capita net income was 5331 yuan. From January to September 2005, the total industrial output value was 21.63 million yuan, an increase of 68.33%, and the industrial and commercial tax revenue was 1.298 million yuan, an increase of 68.35%.

The living conditions of Returned Overseas Chinese have been greatly improved. From 1999 to 2005, a total of 19.71 million yuan was invested to demolish 14100 square meters of dilapidated houses, build 184 new houses of 27327 square meters, transform 46 old houses of 3680 square meters, and solve the housing problems of 516 returned overseas Chinese and their families in 204 families.

Infrastructure and social facilities are improving day by day. In the past three years, 26000 square meters of cement roads have been laid; 1800 meters of power grids have been reconstructed; 1800 meters of street lamps have been erected; 8000 square meters of green belts have been built; 5000 meters of water pipes have been laid, and the old water supply pipes in the whole area have been reconstructed. A new elderly activity center, a kindergarten teaching building and a primary school teaching building will be built; a sports square, a primary school playground and a primary school complex will be rebuilt.

The development and construction of industrial parks have been vigorously promoted. Since 2003, 409 mu of Hongwei and Hongzhuan industrial parks have been developed, and 6.5 million yuan has been invested in the construction of "three links and one leveling", drainage and sewage, retaining wall masonry and other ancillary facilities, thus building a good platform for attracting investment. In the past three years, 10 new enterprises have been introduced and 5 have increased their capital and business, with a total investment of 116 million yuan. Among them, 3 new enterprises were introduced in 2005, with a total investment of 32.45 million yuan.

The social security system has been constantly improved. All the 313 registered and retired cadres and workers in the region have participated in social endowment insurance and medical insurance. The objects meeting the conditions of minimum living allowance should be guaranteed as much as possible. Set up employee welfare fund, establish and improve the social assistance and social welfare service mechanism for vulnerable groups.
