Heilongjiang Vocational College, approved by the provincial government and put on record by the Ministry of education in 2012, is a public full-time ordinary university established by merging Heilongjiang Vocational College of science and Technology (formerly Heilongjiang Animal Husbandry and veterinary Vocational College) into Heilongjiang Vocational and Technical College of industry and commerce. It is mainly engaged in the cultivation of high-quality technical talents. Founded in 1948, the college has a long history of running a school. It is a comprehensive higher vocational college with the largest scale of running a school in the province, complete professional categories, superior geographical location, strong faculty, and significant development advantages. At present, there are more than 20000 students, including 16000 full-time vocational students. In July 2014, the college successfully entered the ranks of national backbone higher vocational colleges and won the excellent grade; at the same time, it also won the title of "National Graduate Employment typical university" in 2014 and ranked among the top 50 employment colleges in China. The college is more and more recognized by parents and examinees in the society. The number of examinees is increasing year by year. For three consecutive years, the number of examinees in the province has exceeded 10000. In 2015, the college enrolled 5272 students from 16 provinces (cities, autonomous regions) and 55 majors.

The college has a unique geographical location and two campuses. The first campus is located on Xuefu Road, which is full of universities and academic atmosphere in Harbin. The second campus is located in Shuangcheng District, which has convenient transportation. The college covers an area of 2.64 million square meters, with a construction area of 304 thousand square meters. It has 11 branches and a teaching department.

At present, there are 1086 full-time and part-time teachers, including 133 professors, 289 associate professors, 329 with master's degree or above, and 457 part-time teachers from enterprises and industries. Among professional teachers, there are 423 double qualified teachers, accounting for 90% of professional teachers. It has 5 provincial teaching teams, 14 provincial teaching masters and 3 provincial teaching rookies.

The college constantly innovates the school running system and mechanism, promotes vocational education into the park, explores group school running, takes the lead in establishing Heilongjiang equipment manufacturing vocational education group, animal husbandry and veterinary vocational education group and Harbin power generation equipment industry blue collar development strategic alliance, and becomes the chairman unit. Actively carry out international exchanges and cooperation, and cooperate with Central University of South Korea, Qingshan University of South Korea, and yisancang University of Thailand in running schools.
