The college was established in March 2003 as Shengli College of Petroleum University, and renamed Shengli College of China University of petroleum in March 2005. In November 2013, China University of Petroleum (East China), Shengli Petroleum Administration Bureau and Dongying Municipal People's government signed a joint construction agreement, which opened a new chapter in the development of Shengli College of China University of petroleum.

The college is located in the central city of the Yellow River Delta, Dongying City, Shandong Province, which has the reputation of oil city and ecological city.
